Details

Sjøfartsdirektoratet har behov for å inngå en rammeavtale om konsulentbistand innen risikoanalyse og andre sikkerhetsfaglige problemstillinger. Avtalen skal gi oss tilgang til kapasitet og/eller spisskompetanse, samt uavhengige fagvurderinger hvis en sak krever det.

Bistanden skal støtte direktoratets arbeid med sjøsikkerhet, miljø og beredskap. Oppdragene vil blant annet handle om å kartlegge næringens arbeid innenfor risikostyring, sikkerhet og sikring. Herunder undersøke hvorvidt vurderinger er gjort i henhold til regelverk, anerkjent praksis og fastsatte mål. Oppdragene kan også gjelde myndighetenes egen risikostyring, blant annet metodeutvikling og videreutvikling av direktoratets analysearbeid i lys av ny kunnskap og teknologi. Enkelte oppdrag vil være mer undersøkende — å klarlegge status på et fagfelt, kunnskapsgrunnlaget på et område, eller risikobildet for en bestemt fartøygruppe eller aktivitet.

Tildeling av kontrakter under rammeavtalen vil kunne variere fra år til år avhengig av bevilgninger og hvorvidt Sjøfartsdirektoratet også vil koordinere andre etaters prosjektmidler innenfor området. Sjøfartsdirektoratet kan derfor ikke gi noen garantier for omsetning i avtaleperioden for rammeavtalen
