Formålet med rammeavtalen er å sikre Statsbygg driftsstabilitet gjennom forebyggende arbeid på avtalens heiser og løfteplattformer, dvs. kortest mulig nedetid og færrest mulige stopp. Samt utbedringer etter avviksrapport og utskiftinger.
Porteføljen består av forskjellige fabrikater og type heiser. Det forutsettes av heisentreprenøren har nødvendig kompetanse og tilgang på reservedeler til å utøve service og reparasjon på en tilfredsstillende måte.
Avtalen gjelder for de heiser som er angitt i heisoversikten for området som rammeavtalen skal dekke. Anlegg vil kunne bli lagt til eller tatt ut av avtalen i løpet av kontraktsperioden. Nye anlegg som kommer inn i avtalen skal ha samme betingelser, og prises likt med tilsvarende heisanlegg som allerede er priset i avtalen. Heisanlegg som er i garantiperiode, vil først tilkomme når garantien har utløpt
