Rammeavtalen, heretter kalt Avtalen, skal dekke Gjøvikregionens behov for operasjonell leasing av elektriske tjenestebiler. Formålet med avtalen er å dekke regionens løpende behov for leie av elektriske personbiler (små / mellomstore), varebiler (lette / mellomstore) , spesialbiler (spesialtilpassede kjøretøy) , beredskapsbiler / drivstoffkjøretøy hovedsakelig med 48 måneders leieperiode. Hovedandelen av bilene vil benyttes til enhetene innen helse og omsorg, særlig innen enheten Hjemmetjenester. Alle regionens enheter, avdelinger og seksjoner skal kunne lease biler under Avtalen.
