NOTICE TO GOVERNMENT SALES REPRESENTATIVES: The purpose of this amendment is to:

1. Provide site visit attendees from 31 August 2026

2.  Add updated 75051 Main Base - Airplane Park Layout (Attachment 15) to reflect correct location for playground equipment placement. 3. Update section 3.2 of the Statement of Objectives (SOO) to add requirement for intended age group signs at playgrounds.

4. All other terms and conditions remain unchanged and in effect

Please note, dimensions shown on 75084 North Base - B1825 & B1826 reference map (attachment 4) do not show correct dimensions for playground area, please use measurements taken at site visit. Refer to attachment 16 for full amendment details. ______________________________________________________________________ NOTICE TO GOVERNMENT SALES REPRESENTATIVES: The purpose of this amendment is to update Playground Reference Maps, add Utility Map for both locations, to provide site visit information, and clarify amendments to RFO 52.212-1 and RFO 52.212-2. 1. Made correction to Attachment 4, 5, and 6 Park Reference Map Playground to reflect the correct location. 2. Add Attachment 7 -75051 Main Base - Air Plane Park Utilities List 2. The site visit is scheduled for 31 August 2026 at 13:00. 3. Change the questions due date from 0800 JST 05 September 2026 to 0800 JST 09 September 2026. 4. Sub-Factor I: Comprehensive design for both playground locations that meets all requirements of this solicitation and SOO, rating table now describes an unacceptable rating as "Proposal does not meet requirements of the solicitation and thus, contains one or more deficiencies." 5. Remove "all sub-factors shall be evaluated on an acceptable/unacceptable basis based on the requirements listed in the SOO and Solicitation" from Amendment to RFO 52.212-1, 2(a) a. Design will be rated on a subjective trade-off basis.

Please review Attachment 12 for full amendment details. ________________________________________________________________________ The 35th Contracting Squadron at Misawa Air Base is seeking qualified vendors capable of providing the design, equipment, and installation of outdoor playgrounds. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to ensure the install of the outdoor playground is perfromed in accordance with attachment 1 - Statement of Objectives (SOO) Award will be made on a subjective Trade Off basis to the offereor that provides the best value to the USG, in accordance with the Revolutionary Far Overhaul (RFO) Part 12 and 15 in which competing offerors' Technical Capability will be evaluated on basis approximately equal to price. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, and representations and certifications, in addition to those identified as evaluation factors or subfactors. Failure to meet a solicitation requirement may result in an offer being determined unacceptable. The government reserves the right to award a contract to other than the lowest Total Evaluated Price (TEP). In that event the Contracting Officer will make an integrated assessment best value award decision using the TEP and the Technical Capability rating.

Sub-Factor I: Comprehensive design for both playground locations that meets all requirements of this solicitation and SOO

Sub-Factor II: Statement of Work conforming to the requirements of the Statement of Objectives, providing the contractor's detailed approach to the installation of this requirement.

Sub-Factor 3: Ability to have at least one (1) member of the offerors team present at all meetings and/or site-visits.

a. Site visit date is TBD. Amendment to SAM.gov posting will be made with site visit date and time. b. If you require an escorted base pass, please make that request via email to the POCs below no later than 5 days prior to the site visit date. Please reference Attachment 7 - Solicitation - FA520526Q0034, for full evaluation criteria. QUESTIONS All questions are due to the POC below by no later than 0800 JST 05 September 2026 (1900 EST on 06 September 2026) via email. All questions must be submitted in an excel sheet capturing the relevant areas (document, page # & paragraph) the question is in regard to, the question, and any clarification requested. The USG will collect, combine and respond to all questions via amendment to SAM.gov posting.
