About the Green Agenda in Serbia

The Green Agenda in Serbia project aims to stimulate private investment in the country’s green transition by reducing financial barriers and improving access to financing. Through grant co-financing and connections to commercial and international financing sources, the initiative seeks to: - Accelerate the decarbonization of Serbia’s economy. - Support investment in green and innovative solutions. - Improve the competitiveness of domestic companies. - Reduce financial barriers to green projects. - Encourage development of the green finance market in Serbia. What Areas Are Supported? The public call supports green and innovative solutions in three priority areas of the Green Agenda: - Decarbonization and reduction of industrial emissions. - Circular economy. - Reduction of environmental pollution, with a focus on air quality. Projects should demonstrate a clear contribution to Serbia’s green transition and the objectives of the relevant priority area. What Types of Projects Are Eligible? Projects can address a range of environmental and industrial challenges.

Potential areas include:

- Reduction of greenhouse gas emissions. - Improvements in industrial safety. - Increased energy efficiency. - Optimization of resource use. - Modernization of wastewater treatment systems. - Other green and innovative solutions supporting the transition to a more sustainable economy. How Much Funding Is Available? The level of grant co-financing depends on the type and scale of the project. Innovative Pilot Projects Innovative pilot projects may receive up to 50% of the total investment value, subject to a maximum grant of $75,000. This funding category is intended for projects demonstrating innovative green solutions at the pilot stage. Scalable Projects With Loan Financing Scalable projects that include loan financing between $250,000 and $800,000 may receive grant co-financing of between 30% and 50% of the total investment value. The maximum grant available under this category is $150,000. Large Scalable Projects Large scalable projects with investment values exceeding $800,000 may receive grant co-financing of up to 20% of the total investment value. The maximum grant available is $200,000. Who Can Apply? The call is open to public and private companies registered in Serbia according to national legislation.

Applicants can apply:

- Individually. - As part of a consortium. Organizations should ensure that their proposed project meets the green investment priorities and other requirements of the call. Who Is Not Eligible? Organizations involved in certain sectors are excluded from the opportunity. Ineligible applicants include organizations involved in: - Tobacco. - Weapons. - Alcoholic beverages. - Gambling, except charitable lotteries. Applicants should carefully review the eligibility requirements before submitting a proposal. Limit on Co-Financing Grants Each applicant may receive a maximum of two co-financing grants through all public calls under the EUZA project since 2022. Organizations that have already received grants under previous calls should consider this limit when determining their eligibility. Performance-Based Payments Financial support is provided through Performance-Based Payment Agreements. This means grant funds are disbursed after the completion of specified activities rather than being provided without conditions in advance. Applicants should therefore ensure that their project plans and proposed activities can be clearly defined and measured. Application Process Interested applicants must complete an electronic project proposal form. Proposals will undergo an evaluation process involving: - The Project Steering Committee. - External evaluators. - Predefined evaluation criteria. Selected solutions will receive financial support according to the applicable funding conditions. Evaluation of Proposals Project proposals will be assessed against predefined criteria by the Project Steering Committee and external evaluators. Applicants should clearly explain how their proposed solution contributes to the green transition and demonstrate the project’s environmental, investment, and implementation potential. Project Documentation and Mentorship Following the acceleration phase, project documentation will be developed in collaboration with mentors. This process is intended to help selected applicants further develop their project documentation and prepare for implementation and financing. Language of the Agreement The agreement is prepared and signed exclusively in English. Applicants should therefore be prepared to manage the contractual documentation and related agreement requirements in English. How to Prepare a Strong Proposal Companies and consortia should clearly demonstrate the environmental and investment value of their proposed project.

A strong proposal should:

- Clearly identify the environmental or industrial challenge. - Explain the proposed green or innovative solution. - Show alignment with one of the three Green Agenda priority areas. - Explain the expected contribution to decarbonization or environmental improvement. - Demonstrate the project’s investment and implementation potential. - Clearly describe the financing structure where loan financing is required. - Provide realistic project investment information. - Explain how the proposed activities can deliver measurable results. - Ensure that all required documentation is complete.
