Critical Criteria Registration with GeBIZ and the eligibility criteria as specified below are critical criteria for this Invitation to Tender. Tenderers who do not meet these criteria will NOT be considered. Evaluation Criteria Tenderers shall note that in addition to compliance with the Authority's requirements, a two-envelope quantitative evaluation method will be used to evaluate this tender. A Quality-Fee ratio of 60:40, where the Quality and Fee components constitute 60% and 40% of the evaluation of the weightings respectively will be adopted. EVALUATION: Please refer to Page EC-1 & 2 of Evaluation Criteria for more details. Submission Tender submission outside of GeBIZ will not be accepted. The 2-envelope bidding system in the GeBIZ is adopted for this Tender. Tenderers are required to separate their offer into 2 distinct Document Types (i.e. Price and Technical). It is mandatory to upload at least one attachment for each Document Type when submitting electronically via GeBIZ. Please refer to Clause 14 of the Instructions to Tenderers for detail. Tender Briefing & Site Showround Please refer to the Tender Briefing & Site Showround Information below. Tenderers to note that there will be (1) Tender Briefing (3) Site Showround dates & venues. Please refer to Instructions to Tenderers (ITT) - Page IT-3 & 4 for further details. *Contractors are to bring their own PPE for the visit to CCFB. Tenderers are required to inform the Authority by 12th October 2026, 1200 hours, the name of company and representatives for the briefing and site showround via email to [contact details removed] (please indicate 'Contract AS818 - Tender Briefing / Site Showround' as the subject of your email). The number of attendees shall be limited to three (3) representatives for both the tender briefing and site showround respectively for each Tenderer.
