1. The Office of the Special Envoy of the Secretary-General for Yemen (OSESGY) intends to enter into an agreement with a third party company to establish a contract to provide YemenNet Internet Services over fiber cable from a GoY-authorized provider of this service in Aden and Sana’a. The Aden OSESGY office is in Khormekser - embassies Area - next to Amideast language center, Aden -Yemen and the Sana’a OSESGY office is in Faj Attan Area, opposite the OHCHR office, Sana’a -Yemen. The contract is intended for an initial period of two (2) years with the possibility to extend the Contract for three (3) additional years (1+1+1), subject to an extension of OSESGY’s mandate, availability of funds and satisfactory performance of the Contractor.

2.The objective is to establish a contract with an Internet Service Provider for the OSESGY site to provide reliable high-speed internet between the OSESGY office building in Aden and the World Wide Web over fiber cable connectivity. The office is already connected through a leased line connection over a fiber optic cable to Yemen Net. Therefore, the bidder shall propose a solution based on providing the internet service using the current fiber cable infrastructure.

The proposal shall include the following:

Aden Office:

1.2.1 The Contractor shall offer an internet bandwidth minimum requirement of 16Mbps symmetric link. 1.2.2 The Contractor shall offer to provide one additional usable Public IP address. 1.2.3 The Contractor shall use the current infrastructure and existing fiber cable to deliver the Internet service, which is in the form of Ethernet, to the termination point at the OSESGY building. 1.2.4 OSESGY Aden office is required to provide monthly credit for five (5) Adennet 4G data SIM Cards. - Monthly Adennet 4G 120 GB Data Package for the existing one (1) Data SIM Card - Monthly Adennet 4G 80 GB Data Package for the existing four (4) Data SIM Cards

Sana’a Office:

1.2.5 The Contractor shall offer an internet bandwidth minimum requirement of 28Mbps symmetric link. 1.2.6 The Contractor shall offer to provide one additional usable Public IP address. 1.2.7 The Contractor shall use the current infrastructure and existing fiber cable to deliver the Internet service, which is in the form of Ethernet, to the termination point at the OSESGY building. 1.2.8 Symmetric & Dedicated Data Service (Speed 50 Mbps) Connecting Sana’a OSESGY office with OSESGY accommodation.

3. This EOI does not constitute a solicitation. OSESGY reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. Thus, submitting a reply to an EOI does not automatically guarantee that such company will be considered for receipt of the solicitation when issued.

Specific Requirements/Information Requirements to be submitted during solicitation: 1- The vendor shall provide proof of valid business registration and having been in the market for the last five (5) years. 2- The vendor shall provide proof that their company has a minimum of three (3) years of relevant/direct experience in broadband wired/wireless internet connectivity. 3-The vendor shall provide a detailed list of current contracts of a similar nature during the past three (3) years, i.e., name of the services provided, name of the company the services were provided to, and other details related to the contract. 4- The Contractor shall perform its obligations under this Contract with due diligence and efficiency and in conformity with sound professional, administrative, and financial practices and applicable rules and regulations of OSESGY. 5- The Contractor shall provide at its sole cost and expense all labour, equipment, tools, materials, civil works, transport, and all arrangements as may be reasonably necessary for the successful delivery of the connectivity service to the designated termination points. OSESGY is not responsible for providing anything in this regard unless such is required at a designated termination point. 6- Technical support to OSESGY for fault rectification and/or other technical issues, concerns, and queries twenty-four (24) hours a day, seven (7) days a week. The contractor must provide a technical support plan for fault rectification and/or other technical issues. 7- The Contractor shall complete the mobilization, testing, and commissioning of the internet service at the requested site and turn it over to OSESGY in live production at the designated termination point within ten (10) days after receiving the request from OSESGY. 8- The payment of Monthly Service Fees commences from the moment the service is made available for OSESGY use. Installation fees will be paid after the site has become operational at its best performance.

The OSESGY reserves the right to reject expressions of interest which are partially or incorrectly completed or received after the deadline. INTERESTED VENDORS SHOULD NOTE THAT THE MINIMUM LEVEL FOR REGISTRATION FOR THIS TENDER IN UNGM (www.ungm.org) IS BASIC LEVEL, COMPANIES WHICH ARE NOT FULLY REGISTERED IN UNGM MAY NOT BE CONSIDERED FOR THE UPCOMING TENDER.
