1. BACKGROUND

The Ministry of Local Government and Urban Development (MoLGUD) of the Government of Somaliland is implementing the World Bank-financed Bulsho Project – Strengthening Community Institutions for Social Cohesion, Inclusion and Resilience (P508408). The main objective of the Bulsho Program is to strengthen community and local institutions for improved social cohesion, inclusion, and resilience. The Program places citizens and communities at the center of governance and focuses on strengthening service delivery systems, reinforcing the social contract between citizens and government, and promoting participatory and inclusive local governance. To support implementation of the Bulsho Project, the Government of Somaliland, through MoLGUD, intends to recruit a qualified and experienced Procurement Officer as part of the Project Implementation Unit (PIU).

2. SCOPE OF THE ASSIGNMENT

The PIU Bulsho Procurement Officer will be responsible for developing and implementing an effective and cost-efficient procurement management system for the Bulsho Project in accordance with the World Bank Procurement Regulations, applicable Government procedures, the Project Operations Manual (POM), and other relevant project requirements. The Procurement Officer will coordinate and support procurement planning and implementation; preparation and processing of procurement documents; bid/proposal evaluation and contract award processes; contract management; procurement compliance, monitoring and reporting; community-level procurement; procurement capacity building; and maintenance of procurement records and systems, including the Systematic Tracking of Exchanges in Procurement (STEP). The detailed scope of services, responsibilities, deliverables, reporting arrangements, and other requirements are provided in the attached Terms of Reference (TOR).

3. QUALIFICATIONS AND EXPERIENCE

The successful candidate shall meet the following minimum qualifications and experience: A university degree from an accredited university in Procurement and Supply Chain Management, Business Administration, Accounting, Finance, or an equivalent relevant discipline. A minimum of six (6) years of directly relevant professional experience, including broad experience in the management of procurement in the public or private sector. A minimum of four (4) years of experience implementing procurement activities in accordance with the procurement guidelines and procedures of international organizations, such as the World Bank, African Development Bank, United Nations, INGOs, or similar development partners, particularly in the procurement of goods and services. Demonstrated interpersonal skills and ability to work effectively in a team environment. Knowledge and understanding of project planning and implementation. High standards of reliability, integrity, ethical conduct, and professional accountability. Strong communication and representation skills and demonstrated ability to work effectively in multicultural and challenging environments. Excellent computer skills, particularly in Microsoft Word, Excel, PowerPoint, and internet-based applications. Knowledge of Somaliland’s public financial management laws and regulations. Knowledge of World Bank and/or other development partner procurement standards and requirements. Strong working knowledge of written and spoken English.

4. REPORTING AND DURATION

The PIU Bulsho Procurement Officer will report to the Bulsho Project Manager. The assignment will initially be for 12 months and may be renewed subject to satisfactory performance and project requirements. The duty station is Hargeisa, Somaliland, with potential travel to the target districts and cities of the Bulsho Project.

5. SELECTION METHOD

The Ministry of Local Government and Urban Development (MoLGUD), Government of Somaliland, now invites eligible and qualified Individual Consultants to indicate their interest in providing the above-mentioned services. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank Procurement Regulations and applicable Government of Somaliland policies.
