1. BACKGROUND

The Ministry of Local Government and Urban Development (MoLGUD) of the Government of Somaliland is implementing the World Bank-financed Bulsho Project – Strengthening Community Institutions for Social Cohesion, Inclusion and Resilience (P508408). The main objective of the Bulsho Program is to strengthen community and local institutions for improved social cohesion, inclusion, and resilience. The Program places citizens and communities at the center of government action and seeks to strengthen service delivery, local governance, citizen engagement, and the social contract between communities and government. To support implementation of the Bulsho Project, the Government of Somaliland, through MoLGUD, intends to recruit a qualified and experienced Monitoring, Evaluation, Accountability and Learning (MEAL) Officer as part of the Project Implementation Unit (PIU).

2. SCOPE OF THE ASSIGNMENT

The PIU Bulsho MEAL Officer will lead the implementation of the Project’s monitoring, evaluation, accountability and learning system, ensuring high-quality data collection, validation, analysis, reporting, evidence generation, accountability, and learning in accordance with the Project Appraisal Document (PAD), Project Operations Manual (POM), Results Framework (RF), Monitoring and Evaluation Plan (MEP), and World Bank requirements. The MEAL Officer will be responsible for monitoring, evaluation and reporting; Management Information System (MIS) and data management; surveys, research and evidence generation; accountability and citizen feedback; learning and knowledge management; data quality assurance; and capacity building. The Officer will also coordinate closely with other PIU members and relevant service providers, including Third-Party Monitoring, Digital Innovation, and Knowledge Management and Research firms. The detailed scope of services, responsibilities, deliverables, reporting arrangements, and other requirements are provided in the attached Terms of Reference (TOR).

3. QUALIFICATIONS AND EXPERIENCE

The successful candidate shall meet the following minimum qualifications and experience: A Master’s degree from a recognized university in Statistics, Economics, Social Sciences, Development Studies, or a related field. A minimum of seven (7) years of professional experience in Monitoring and Evaluation (M&E) for donor-funded projects in fragile or conflict-affected contexts, preferably in Somaliland or the East Africa region. Strong skills and demonstrated experience in quantitative and qualitative data analysis, research, and data visualization. Demonstrated experience with Management Information Systems (MIS), statistical software such as STATA, SPSS or R, and digital data collection tools such as KoboToolbox. Experience in setting up and managing KoboToolbox projects, including form deployment, version control, submission monitoring, and administration of user roles and permissions. Demonstrated experience in Knowledge Management (KM), including developing and curating knowledge products and supporting organizational learning. Proven ability to use M&E and research evidence for adaptive programming, evidence-based decision-making, and continuous improvement of project implementation. Experience working with government institutions, preferably in fragile or conflict-affected settings. Knowledge of World Bank M&E requirements and Results Frameworks is an advantage. Strong understanding of results-based management (RBM), Theory of Change, M&E frameworks, indicators, and qualitative and quantitative research methods. Strong analytical, report-writing, communication, presentation, coordination, planning, and capacity-building skills. Knowledge of Somaliland’s socio-political and institutional context and understanding of cross-cutting issues, including gender, inclusion, and conflict sensitivity. High professional integrity and attention to detail. Excellent command of English and Somali, including reading, writing, communication, and presentation skills.

4. REPORTING AND DURATION

The PIU Bulsho MEAL Officer will report to the Bulsho PIU Project Manager. The assignment will initially be for 12 months and may be renewed subject to satisfactory performance and project requirements. The duty station is Hargeisa, Somaliland, with travel to project regions and districts.

5. SELECTION METHOD

The Ministry of Local Government and Urban Development (MoLGUD), Government of Somaliland, now invites eligible and qualified Individual Consultants to indicate their interest in providing the above-mentioned services. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing – Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank Procurement Regulations and applicable Government of Somaliland policies.
