Pemerintah Indonesia telah menerima pembiayaan bersama dari Bank Dunia ( World Bank ) dan Asian Infrastructure Investment Bank (AIIB), untuk membiayai Proyek Indonesia Health Systems Strengthening dan bermaksud untuk menggunakan sebagian dari dana tersebut untuk pembayaran berdasarkan kontrak Pengadaan Pulse Co-Oximeter (Neonate). Untuk kontrak ini, Peminjam akan memproses pembayaran menggunakan Rekening Khusus (RK), sebagaimana didefinisikan dalam Pedoman Pencairan Bank Dunia untuk Pembiayaan Proyek Investasi. Kementerian Kesehatan Republik Indonesia, Direktorat Jenderal Kesehatan Lanjutan mengundang Penawaran Tertutup dari Penawar yang memenuhi syarat untuk Pengadaan Pulse Co-Oximeter (Neonate) sejumlah 428 unit dengan nilai HPS sebesar Rp.37.230.436.000,- (tiga puluh tujuh milyar dua ratus tiga puluh juta empat ratus tiga puluh enam ribu rupiah) tidak termasuk PPN 12% yang akan dikirim, dipasang di beberapa lokasi termasuk pelatihan, dukungan operasional dan layanan pemeliharaan. Jangka waktu pengiriman barang selama 210 (dua ratus sepuluh) hari kalender setelah Surat Pengiriman Permintaan (SPP) diterbitkan. Proses penawaran akan dilakukan melalui Request for Quotations (RfQ) sebagaimana ditentukan dalam “ Procurement Regulations for IPF Borrowers” of September 2023 (“Procurement Regulations ”) dan terbuka untuk semua Penawar yang memenuhi syarat sebagaimana didefinisikan dalam Peraturan Pengadaan. Penawaran akan dievaluasi sesuai dengan proses evaluasi yang tercantum dalam dokumen Request for Quotations (RfQ).
