1The Haikou Customs District, People’s Republic of China (the “Buyer”) has received financing for the eligible payment of Procurement of Intelligent Microclimate Monitoring Equipment for Haikou Customs (Contract No. HN-G-57) under the World Bank-financed China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province (Global “One Health” Hainan Demonstration Project). 2CITIC International Tendering Co., Ltd. (the “Procurement Agent”), entrusted by the Haikou Customs District, People’s Republic of China (the “Buyer”), invites eligible Quotations from qualified Quoters for the following goods: Online Microclimate Monitoring Equipment Note: The budget amount for this contract package is CNY 1.96 million. This budget amount is provided for reference only and does not constitute the maximum quotation limit (control price) for this procurement. The Evaluation Committee shall conduct the evaluation in accordance with the evaluation criteria and methods specified in the RFQ Document. A quotation exceeding the budget amount shall not be deemed invalid solely on that basis. 3You may submit a quotation for the above contract package (partial quotations are not permitted). We will evaluate the goods in accordance with the evaluation factors specified in the RFQ Document. The Quoter offering the lowest evaluated price among those meeting the requirements will be selected as the successful Quoter for the contract package.

Eligible Quoters:

3.1 Have the capability to supply the goods and services specified in this RFQ Document and be domestic or international manufacturers or suppliers from eligible source countries in accordance with the current Procurement Regulations issued by the World Bank. 3.2 Have qualified technical personnel and the capacity to supply the goods and provide after-sales services. 3.3 The Quoter shall demonstrate that, during the three years preceding the quotation submission deadline (from January 1, 2023 to the quotation submission deadline), it has successfully completed at least three supply contracts for microclimate monitoring equipment, with a contract value of not less than CNY 1.5 million for each contract. The Quoter shall submit a list of completed similar projects in its quotation, together with supporting documents such as copies of the signed contracts. 4Companies sanctioned by the World Bank are not eligible to participate in the quotation process or be awarded any contract financed by the World Bank. Sanctioned firms and individuals can be found at http://www.worldbank.org/debarr. 5The quotation shall be sealed and submitted before 9:30 a.m. on September 3, 2026 to Room 1617, 16th Floor, No. 59 East Third Ring Middle Road, Chaoyang District, Beijing, China (see Section 10 for the specific address). 6The Buyer will open the quotations at the deadline and location specified in Section 5 above. Representatives of Quoters may attend the quotation opening. 7The Buyer plans to sign the contract with the successful Quoter within 14 days after the successful Quoter is determined. 8Location for inspection of the RFQ Document: Room 1817, 18th Floor, No. 59 East Third Ring Middle Road, Chaoyang District, Beijing, China.

9Method for obtaining the RFQ Document:

Interested eligible Quoters shall contact the Procurement Agent and obtain the RFQ Document either in person or by email through the Procurement Agent’s email address (the address, email address, and other contact details of the Procurement Agent are provided below). A non-refundable fee of CNY 500 per copy shall be paid for the RFQ Document. Payment may be made in cash or by direct bank transfer to the following account:

Where the RFQ Document is sent by mail, neither the Buyer nor the Procurement Agent shall be responsible for any loss or delay of the documents during delivery. Quotations submitted by Quoters that have not obtained the RFQ Document through the above-mentioned means shall be deemed invalid. The RFQ Document may be obtained from August 17, 2026 to 9:30 a.m. on September 3, 2026, from 9:00–11:30 a.m. and 2:30–5:00 p.m. (Beijing Time) on working days, excluding Saturdays, Sundays, and public holidays. 10All quotations shall be submitted to the address specified in this Request for Quotations before 9:30 a.m. on September 3, 2026 (Beijing Time). Late quotations will be rejected. The quotation opening will be conducted publicly at the address specified in this Request for Quotations. Quoters may send representatives to attend the opening.

The quotation must include a bid security. The amount of the bid security shall be CNY 35,000.00. The Quoter shall submit the bid security by bank transfer to the bank account of the Procurement Agent as follows:

The Quoter shall transfer the bid security to the account of CITIC International Tendering Co., Ltd. no later than the last working day before the quotation submission deadline.

(1) Validity of the bid security: 28 days after the expiry date of the quotation validity period.

(2) Currency of the bid security: The bid security shall be denominated in the same currency as the quotation.
