Assignment Title: Design for the Renovation of the One Health International Research Institute Platform and the Upgrading and Renovation of Key Laboratories

The Government of the People’s Republic of China has received a loan from the World Bank to finance the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province (Global “One Health” Hainan Demonstration Project) and intends to apply part of the proceeds to consulting services. The main scope of this consulting service (hereinafter referred to as the “Service”) includes the renovation of the public platform of the One Health International Research Institute and the upgrading and renovation of the One Health Key Laboratory. The assignment involves two renovation projects at Hainan University, namely the One Health International Research Institute and the One Health Key Laboratory. The demonstrated area for unfinished interior renovation is 11,236.04 m², including a 2,600 m² enhanced intelligent biosafety integrated platform laboratory. The renovation area is 8,854.29 m², with a total area of 20,090.33 m². The final area shall be subject to the actual area determined in the construction design. The deliverables of the Service shall also comply with Hainan University’s procedures for the construction of professional laboratories and site entry for renovation works. The consulting service will cover the preparation of the preliminary design and cost estimate, detailed construction drawings, project budget, and bills of quantities (including quantities of works, equipment, etc.), providing the design and cost basis for the subsequent construction of the public platform of the One Health International Research Institute and the upgrading and renovation of the One Health Key Laboratory. Further details are provided in the Terms of Reference (TOR). The estimated total level of effort for this consulting service is 24 person-months, and the expected implementation period is 3 months from the date the contract is signed and becomes effective. The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest. Hainan University (hereinafter referred to as the “Client”) now invites eligible consulting firms (the “Consultants”) to express their interest in providing the above-mentioned consulting services. Interested Consultants shall provide the relevant supporting documents in accordance with the following requirements. The Expression of Interest (i.e., the bid submission) shall include, at a minimum, the following: A brief introduction to the Consultant, including its organizational structure, staffing, etc. Letter of Authorization, identification documents of the legal representative and the authorized representative. If the Consultant is a joint venture, a Joint Venture Agreement shall also be provided (in a format determined by the Consultant). A copy of the Consultant’s valid business license or Certificate of Legal Person of a Public Institution. If the Consultant is a state-owned enterprise or public institution, it shall provide its articles of association and the audited financial audit report and financial statements for 2025 (including, at a minimum, the balance sheet, cash flow statement, and income statement/profit and loss statement), or equivalent alternative supporting documents, such as the 2025 internal financial statements of the institution or the final accounts report approved by the competent higher-level authority. The Consultant shall possess a Class A qualification for engineering design in the Architectural Industry (Construction Engineering) and shall be capable of preparing design documents for renovation projects and technical specifications for procured equipment, as well as undertaking all engineering design and related design services required for the project. A copy of the valid Class A qualification certificate for engineering design in the Architectural Industry (Construction Engineering) shall be provided as evidence. The Consultant shall possess the relevant capabilities and/or experience necessary to perform the contract: During the past five years (from June 1, 2021 to the deadline for submission of Expressions of Interest), the Consultant shall have completed at least three architectural engineering design projects, with the contract value of each project being not less than CNY 800,000. Relevant supporting documents for the project experience shall be provided. The supporting documents shall include, at a minimum, copies of the key pages of the contracts (which shall clearly indicate key information such as the name of the entity, scope of services, contract value, and contract signing date) and proof of project completion, such as a project completion acceptance report/certificate, a completion confirmation letter issued by the client and bearing the official seal of the client, or a signed receipt for the approved project design drawings or an approval certificate confirming that the design has passed review.

The Consultant shall have a good track record and reputation and shall provide a screenshot of the search results from the Credit China website showing that it has no record of violations. The screenshot shall include, at a minimum, the search record for the “List of Parties Subject to Serious Violations of Trust in Government Procurement”. Any other documents that the Consultant considers necessary to provide, if applicable.

At this stage, the Consultants will not be evaluated or ranked. The Client will select one firm with the best qualifications and relevant experien
