The Government of Mongolia has received a grant financing from the International Bank for Reconstruction and Development (IBRD), through the Global Facility for Project Preparation (GFPP) toward the cost of the Gobi Connectivity Improvement Project under Grant No. TF0D0692 and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include two distinct but complementary components. Component A will establish the analytical and strategic foundations for aviation sector development in Mongolia. It will include a comprehensive aviation sector diagnostic, a proportionate first-pass review of the International Civil Aviation Organization (ICAO) safety and security compliance issues relevant to airport network planning and investment readiness, preparation of the Mongolia Airport Network Development Strategy to 2040, a companion Policy Recommendations Note, and a structured stakeholder consultation process. Together, these outputs will provide Government with a practical framework for airport classification, demand development, institutional strengthening, climate resilience, high-level investment prioritization, and identification of follow-on policy and technical assistance needs. Component B will prepare a full feasibility study for Murun Airport. The Government has identified Murun Airport as a priority project requiring detailed assessment and project preparation. The feasibility study shall evaluate the technical, operational, environmental, social, financial, economic, fiscal, and institutional viability of the proposed investment and define an appropriate development concept for implementation. The assignment is expected to run for approximately 6 to 7 months from the date of contract effectiveness. Component A and Component B shall proceed in parallel throughout the assignment period. The Terms of Reference (TOR) for the primary procurement stage for the assignment can be found at the following website: Tender.gov.mn The Ministry of Road and Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
General experience:
General experience implementing consultancy services in the field of civil aviation and transport sector strategy, planning and the feasibility studies; and preliminary/detailed engineering design of projects in cold climate regions, including economic/financial analysis and safeguard integration, during the last 10 years;
In addition, demonstrated experience in at least one assignment involving the preparation of environmental and social safeguard instruments for World Bank-financed projects or projects financed by comparable multilateral development banks, including at a minimum one of the following: Environmental and Social Impact Assessment (ESIA), Environmental and Social Management Plan (P-ESMP), and inputs into subsequent safeguard instruments such as a Stakeholder Engagement Plan (SEP) and Grievance Redress Mechanism (GRM), in accordance with the World Bank Environmental and Social Framework (ESF). Evidence should be provided in the firm`s EoI.
Specific Experiences:
Proven experience in preparing civil aviation sector development strategies and/or airport feasibility studies (including associated policy, institutional, or PPP/commercial advisory) during the last 10 years. At least 2 such similar contracts should be demonstrated, each with a contract value of not less than US$300,000 (Please be sure to include the contract value in your submission). The consulting team must include Environmental and Social Specialists with demonstrated experience applying the World Bank Environmental and Social Framework (ESF) or equivalent international safeguard/environmental and social risk management standards. At minimum, the team must demonstrate capacity to address environmental screening, social impact assessment, resettlement risk assessment, stakeholder engagement, and GBV/SEA/SH risk management.
Technical and managerial organization of the firm
General description of the firm's technical and managerial organization, including the structure of the organization, general qualifications of staff, and number of permanent professional staff. Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage. The Shortlist will contain up to 6 firms. Shortlisted firms will be issued the full Request for Proposals, which will specify detailed technical and financial evaluation criteria and weightings, including key expert evaluation. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers, seventh edition dated September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
