The Inter-American Development Bank (IDB), in coordination with the National Rural Sanitation Program (PNSR) of the Ministry of Housing, Construction and Sanitation (MVCS) of Peru, invites consulting firms to submit proposals for the updating and development of the technical-operational guides for Works for Taxes (OxI) and Services for Taxes (SxI).

The objective is to strengthen technical and operational instruments that optimize the participation of the private sector and local governments in the financing, implementation and sustainability of water and sanitation services in rural and border areas.

1. Technical scope and fieldwork

Territorial diagnosis: Carry out four (4) field visits in localities prioritized by the PNSR: three (3) focused on executed OxI investments and one (1) aimed at evaluating at least three potential Tax Services (SxI).

Comprehensive stakeholder mapping: Survey bottlenecks, lessons learned and operational capacities with the participation of Ministries (MVCS, MEF), ProInversión, SUNASS, regional/local governments, private companies, Municipal Management Units (UGM), Municipal Technical Areas (ATM) and Community Organizations (JASS).

Normative evaluation: Consolidate inputs based on the experience of Phase I of SIRWASH, Ministerial Resolution No. 231-2026-VIVIENDA and the Regulations of Law No. 29230.

2. Development of operational guides and new services

Technical-operational guide to OxI (Investments): Update of the guiding document (maximum 50 pages) with flowcharts, procedures and practical tools for each phase of the mechanism.

Technical-operational guide of SxI (Services): Preparation of methodological guidelines, prioritization criteria, management formats and models of Terms of Reference for the services approved by the sector.

Proposal for 3 new SxI services: Technical formulation of at least three new services for the rural sanitation or emergency response sector, including its roadmap for incorporation into the sectoral list according to D.S. No. 038-2026-EF.

3. Training, dissemination and institutionalization

Workshops and technical assistance: Provide two (2) regional validation workshops, one (1) launch workshop and provide direct technical support to a selected public entity during the application of the SxI mechanism.

Dissemination materials: Prepare a quick illustrative guide (maximum 15 pages), visual role diagrams, didactic infographics and audiovisual material for the different interest groups.

Roadmap: Design the legal and institutional instrument for the formal adoption and sustainable implementation of both guidelines within the scope of the PNSR.
