Benchmarking advanced human resource management (HRM) in the public sector for capacity building in Paraguay: Lessons from Korea and other OECD countries

The Inter-American Development Bank (IDB), in coordination with the Ministry of Economy and Finance (MEF) and the Ministry of Information and Communications Technologies (MITIC) of Paraguay, invites consulting firms to submit proposals to assess gaps in Paraguay’s public sector human resource management (HRM) functions and information systems, drawing on best practices from South Korea ("e-Saram") and three selected OECD countries to design a digital transformation roadmap and policy recommendations.

1. Systems gap assessment & institutional capacity

HRMIS benchmarking: Evaluate Paraguay’s current HRM IT system (developed by MITIC) against South Korea’s "e-Saram" system (developed by MPM) and three selected OECD case studies, focusing on system architecture, management processes, IT infrastructure, and historical reform frameworks.

Capacity & readiness evaluation: Assess the financial, human, and technological resources of MEF and MITIC to identify infrastructure and operational gaps required for successfully implementing a modern, government-wide HRMIS.

2. Advanced HRM benchmarking & strategic functions

Core HRM pillars: Conduct a comparative benchmarking exercise across key administrative areas: (i) workforce planning linked to pay and organizational structures; (ii) performance management aligned with policy goals; (iii) talent management for digital skills and upskilling; and (iv) Senior Executive Service cadres.

Strategic alignment: Analyze historical adoption, legal backgrounds, and key success factors from benchmarked nations to establish customized design guidelines and feasibility criteria for Paraguay.

3. Policy roadmap, change management & dissemination

Strategic roadmap & recommendations: Deliver a comprehensive policy report defining a long-term vision for strategic HRM, the roles of central agencies versus line ministries, a digital transformation roadmap, and a change management and capacity-building strategy.

Stakeholder consultation & knowledge transfer: Facilitate virtual workshops, focus groups, and technical review meetings with MEF, MITIC, and IDB teams to validate findings and support the dissemination of final results.
