SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW
Assignment Title: Pre-feasibility assessment ECO-INDUSTRIAL park greenfield
ASSIGNMENT DESCRIPTION IFC — a member of the World Bank Group — is the largest global development institution focused on the private sector in emerging markets. We work in more than 100 countries, using our capital, expertise, and influence to create markets and opportunities in developing countries. In fiscal year 2025, IFC committed a record $70 billion to private companies and financial institutions in developing countries, leveraging the power of the private sector to end extreme poverty and boost shared prosperity as economies grapple with the impacts of global compounding crises. The current electricity mixes in the Western Balkans region (Albania, Serbia, Kosovo, North Macedonia, Montenegro, and Serbia, WB6), apart from Albania, are highly dependent on coal undermining the effort of industry decarbonization in the short to medium-term on a systemic level. In 2023, the average share of coal and fossil fuels in the electricity generating mix in the WB6, excluding Albania, is estimated to be 57.4% and63.8% respectively. High dependency on fossil fuels in energy production coupled with low levels of resource and energy efficiency results in high levels of air pollution. Most of the region’s economic growth comes from its entanglement with the EU markets. The WB6's most important foreign trade partner is the EU, with an average share in the WB6's exports of 66.7%. The region's economic prospects are closely tied to the EU's development efforts as well. An increasing EU regulatory push toward increasingly ESG-oriented import regulations has been evident in recent years. Compliance with the upcoming regulatory requirements from CBAM, CSDD directive among others will result in higher costs for WB6 exporters. This trend is expected to be more comprehensive in the future, which in turn will likely result in severe economic consequences for the WB6 region and its private sector’s competitiveness if the region fails to adjust. Furthermore, economies of the Western Balkans region have committed to ambitious climate and energy goals and a regulatory overhaul. Traditional industrial parks (IP) are often viewed as hubs of economic and industrial growth. However, besides clear economic benefits, the IPs also tends to produce negative externalities in the form of negative environmental and social impacts. Despite all this, the traditional IPs have the potential to provide short to medium-term solutions to industry decarbonization and mitigation of green transition costs with improved business models. However, the IPs’ transformative potential in the WB6 is impeded by the insufficiently developed regulatory, policy and institutional frameworks and IPs’ capacities to support the industry decarbonization. For this reason, the concept of Eco-Industrial Parks (EIPs) was developed. Eco-Industrial Parks (EIPs) promote sustainable industrial growth by helping businesses improve environmental and social performance, increase competitiveness and market access, reduce climate risks, attract investment, and create jobs. IFC’s project in the Western Balkans aims to support governments in introducing and scaling the EIP concept. It will assess selected industrial parks against the international EIP framework, identify measures to address performance gaps, and support regulatory and policy reforms needed to integrate EIPs into national frameworks. This is to provide a general overview of the activities to be performed under this assignment and the expected outcomes. The specifics are explained in detail under the Scope of Work section and should be followed entirely. Firms interested in and capable of delivering the analysis need to submit a proposal covering the scope of work detailed in the ToR. SUBMISSION REQUIREMENTS The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
