Toowoomba Regional Council (TRC) is seeking quotations for the supply and installation of a new Powdered Activated Carbon (PAC) dosing system. This PAC system is to be installed at the Pechey Water Treatment Plant located on Grapetree Road. The scope of works involved are detailed in this document and consists of a mixture of mechanical, electrical, and control systems integration.

The existing PAC dosing system and layout has resulted in issues such as improper powder feed, blockages, inaccurate dosing, and corrosion of the hopper frame. Due to these issues and the age of the unit, Council is looking at replacing this PAC dosing system.

To cater for the new PAC dosing system, several Control System upgrades are required to be undertaken. This includes a PLC Platform upgrade and the installation of a new RIO network. Several other plant modifications are also required including waste pit level instrument control, automated UV duty selection and ATV600 upgrade.

Pechey Water Treatment Plant is located north of Toowoomba in the Pechey State Forest along Grapetree Rd, QLD 4355.

A non-mandatory site inspection is scheduled for Thursday 27th August 2026 at 10am AEST. Offerors are encouraged to attend this site inspection. Refer to the Annexure to Conditions of Offering within the Conditions of Offer document for further information including Council contact details and registering for the site inspection.
