Details
Toowoomba Regional Council (Council) is one of Queensland’s largest regional Councils, serving approximately 184,000 people across a geographical area of 12,973 square kilometres. Located in South East Queensland, approximately 125 kilometres west of Brisbane, the Region encompasses the city of Toowoomba, the regional centres of Oakey, Pittsworth, Millmerran, Highfields, Crows Nest, Clifton, Greenmount and Yarraman, and numerous smaller townships.
Council is responsible for delivering and maintaining essential community infrastructure and services, including water, wastewater, waste, drainage, roads, bridges, footpaths, utilities and recreational facilities. Through its Water and Waste Services Group, Council manages the Region’s water treatment, storage and distribution assets, including the existing Mount Kynoch Water Treatment Plant (WTP).
Water security is fundamental to supporting the continued growth and prosperity of the Toowoomba Region. The construction of the Queensland Government’s Toowoomba
to Warwick Pipeline (T2WP) has created an opportunity for the Toowoomba region to benefit in exchange for the use of Council’s raw water infrastructure. Studies on the impact of the T2WP have identified an opportunity to construct a new Southern Water Treatment Plant (SWTP), now an initiative within the Toowoomba Regional Council Water Vision 2021–2071.
It involves a new plant of at least 25 ML/d capacity that will provide a reliable water source for the region to ensure long-term water security and support regional growth. The
new SWTP will facilitate population growth in the southern and western regions of Toowoomba by providing a new water source and alleviating the demands currently placed
on the Mt Kynoch WTP. Raw water for the new WTP is proposed to be taken from an offtake from the T2WP. Additional distribution assets to service the new WTP
include a 15 ML reservoir in the Mt Peel Bushland Reserve, a pump station, 15 km of trunk and distribution pipelines and other pipeline structures.
The Project will enhance the Region’s long-term water security, improve network capacity and resilience, and provide reliable water services to support existing communities and future population growth, particularly across the southern and western areas of Toowoomba.
Council seeks EOI Responses from suitably qualified and experienced Contractors with capability and capacity to deliver the scope of works detailed within this document.
The purpose of this Request for EOI is to:
- advise the market of the project and provide an overview of the likely scope of works
- describe the procurement process including indicative timeline for delivery of the Project
- provide an overview of the proposed commercial and legal framework
- enable Council to shortlist down to potentially two (2) suitably qualified Proponents to proceed to the Early Contractor Involvement (ECI) Phase of the evaluation process.
