The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price Purchase Order to Thomas Jefferson University to Obtain Clinical Cohort of Patients with Associated Clinical Outcomes, Radiologic Images, and Associated De-Identified Radiology Reports. In accordance with FAR 6.302-1, Only One Responsible Source and No Other Services Will Satisfy Agency Requirements, The requested clinical cohorts, radiographic imaging datasets, clinical outcomes data, and de-identified radiology reports are required to support artificial intelligence-based research focused on evaluating liver cancer risk in patients with cirrhosis and indeterminate liver lesions. The research requires datasets that combine specific patient populations with associated imaging studies and clinical outcomes information to enable the development, validation, and evaluation of predictive models. Alternative datasets that do not include the required patient populations, imaging data, clinical outcomes information, and associated radiology reports would not provide the information necessary to support the approved research objectives. The absence of any of these data elements would limit the ability to correlate imaging findings with clinical outcomes and would reduce the scientific validity and reliability of the resulting analyses. Therefore, only datasets containing the required clinical cohorts and associated imaging and outcomes data will satisfy the Government's minimum needs and support the approved research objectives. The objectives of the maintenance agreement are as follows: The objective of this requirement is to acquire clinical patient cohorts, associated imaging data, clinical outcomes data, and de-identified radiology reports to support the development and evaluation of A.I. models for liver disease and liver cancer research conducted by the Liver Diseases Branch. A determination by the Government to compete this proposed acquisition based upon responses received to this notice is solely within the discretion of the Government. The proposed contractor maintains an existing cohort of patients with cirrhosis and associated radiographic images collected at six-month intervals, as well as an existing cohort of patients with cirrhosis and indeterminate liver lesions, including associated clinical outcomes data and radiographic images. These clinical cohorts and associated datasets represent a unique research resource available through the proposed contractor. The combination of longitudinal imaging data, clinical outcomes data, and radiographic images associated with these patient populations is available only through the proposed contractor. As a result, only the proposed contractor can provide the requested deliverables necessary to support the research project. It is anticipated that an award will be issued approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another vendor has the capability to meet this requirement.
