Norway – Repair and maintenance services of building installations – Framework agreements for carpentry services

Background Troms County needs to establish a new framework agreement for carpentry services for the county ́s owned building in Troms county. The procurement shall ensure a structured and regulatory procurement of ongoing maintenance and repair work within the carpentry and joinery discipline. The county manages comprehensive and assembled buildings, including sixth form colleges, sports halls, dental clinics, administration buildings, student residences and residences that are rented out to their own employees. This gives a regular need for smaller and medium sized work connected to maintenance, replacement and simple constructional adaptations. The objective of the procurement is to ensure available capacity, predictability and good follow-up of such assignments across the county ́s locations. The framework agreement shall also contribute to more efficient call-offs, reduce the need for individual procurements and facilitate uniform handling of assignments within the relevant discipline. It is important for tenderers to be aware that the need includes ongoing assignments of varying sizes and character, divided between several geographical areas in Troms. The assignments will mainly apply to the existing buildings and are connected to ordinary maintenance, improvements and minor adaptations. Description of the assignment The procurement is for a framework agreement for carpentry services for Troms county ́s buildings in Troms county. The delivery shall cover the ongoing need for carpentry and joinery work that occurs during the contract period. The assignments can i.a. include replacing and repairing doors, windows, walls, ceilings, floor details and fixed fittings, as well as minor construction work and adaptations. Minor external work can also be required, such as simple constructions and minor entries connected to the existing buildings and outside areas. The works shall be able to be ordered both as assignments carried out in accordance with hours used and as minor assignments at the agreed fixed price within the specified amount limits. Where necessary for the execution of the assignment, the delivery can also include consumables and accompanying materials that are naturally included in the execution. The contract shall not be used for the procurement of materials alone. The framework agreement shall cover needs across the county ́s entities and locations, and must therefore be suitable for assignments of varying extent, complexity and geographical location. Further requirements for the delivery, limitations to other disciplines and terms for call-offs will be in the tender documentation in general. Typical assignments will be carpenter/carpenters, floors, doors, ceilings, fixtures etc. and can include replacing windows, replacing door blades, assembling new doors as well as minor construction work such as erection of roofs over bicycle parking or simple sheds. Carpentry services shall include; Assembly, replacement and repair of doors, sills and fittings. Work on walls, ceilings and internal building constructions. Replacement and repairs of floor underlay, lists and constructional details. Assembly and adaptation of fixed fixtures Replacement and repairs of windows and the accompanying wooden structures. Minor alterations, room adaptations and construction work. Maintenance and repairs of wood, constructions and building parts. Repairs and replacement of plaster walls etc. (non-supporting walls)

Lots Lot 1 — Carpentry services North - Troms (estimated 1900000): Description of the sub-contract - Carpentry services in the North - Troms This sub-contract is for carpentry services for Troms county ́s building in Nord-Troms. Buildings included in the sub-contract are stated in Annex E - List of Operations Nord-Troms. Tenderers shall fill in a separate tender form for Nord-Troms for this sub-contract. The tender form consists of three sub forms for pricing hourly rates, materials and transport. Transport shall be priced separately for the buildings that are included in this sub-area. The estimated value of the lot is NOK 1,900,000 excluding VAT. The maximum value is NOK 2,500,000 excluding VAT. Lot 2 — Carpentry services Mid - Troms (estimated 9600000): Description of the sub-contract - Carpentry services in the Middle - Troms This sub-contract is for carpentry services for Troms county ́s building in Midt-Troms. Buildings included in the sub-contract are stated in Annex E - Business Overview Mid-Troms. Tenderers shall fill in a separate tender form for Midt-Troms for this sub-contract. The tender form consists of three sub forms for pricing hourly rates, materials and transport. Transport shall be priced separately for the buildings that are included in this sub-area. The estimated value of the lot is NOK 9,600,000 excluding VAT. The maximum value is NOK 12,500,000 excluding VAT. Lot 3 — Carpentry services Tromsø - region (estimated 16800000): Description of the sub-contract - Carpentry services in Tromsø - the region This sub-contract is for carpentry services for Troms county ́s buildings in the Tromsø region. Buildings included in the sub-contract are stated in Annex E - List of Entities in Tromsø region. Tenderers shall fill in a separate tender form for the Tromsø region for this sub-contract. The tender form consists of three sub forms for pricing hourly rates, materials and transport. Transport shall be priced separately for the buildings that are included in this sub-area. The estimated value of the lot is NOK 16,800,000 excluding VAT. The maximum value is NOK 21,000,000 excluding VAT. Lot 4 — Carpentry services South - Troms (estimated 6400000): Description of the sub-contract - Carpentry services in the South - Troms This sub-contract is for carpentry services for Troms county ́s building in Sør-Troms. Buildings included in the sub-contract are stated in Annex E - List of Operations Sør - Troms. Tenderers shall fill in a separate tender form for Sør-Troms for this sub-contract. The tender form consists of three sub forms for pricing hourly rates, materials and transport. Transport shall be priced separately for the buildings that are included in this sub-area. The estimated value of the lot is NOK 6,400,000 excluding VAT. The maximum value is NOK 8,300,000 excluding VAT.
