Norway – Building-cleaning services – Framework agreement for cleaning services

Background The contracting authority needs to establish a new framework agreement for cleaning services for several buildings. The aim of the procurement is to ensure a more uniform, efficient and predictable cleaning delivery across the buildings, including new premises that shall be included in the contract. The need includes both existing and coming locations of varying sizes, use and cleaning needs. The contracting authority would therefore like a tenderer who can provide services of uniform and stable quality, at the same time as the delivery can be adapted to changes in scope and needs over time. The procurement shall facilitate good follow-up, clear quality management and equal cleaning standard in all buildings. It is also important for the contracting authority that the delivery safeguards environmental considerations through the use of suitable and environmentally friendly products and methods. Description of the assignment The assignment is for the provision of cleaning services under a framework agreement for the contracting authority ́s buildings. The delivery shall include daily cleaning and periodic cleaning, with needs that vary between the different buildings. The cleaning services will mainly apply to office areas, communal areas and sanitary rooms, as well as new premises that can be included in the contract period. The delivery shall also include floor care and spring cleaning as needed. The Contracting Authority requests delivery with central coordination and local presence, including permanent gender neutral preferred and good follow-up across the buildings. Tenderers shall be able to handle changes and additional needs in a flexible and efficient way. The delivery shall support equal cleaning standards in all buildings and it shall be built on systematic quality follow-up, clear deviation routines and environmentally conscious systems. It is assumed that the cleaning will be carried out with the lowest possible chemical use and with products and methods that are adapted to different surfaces and materials.

Lots Lot 1 — Harstad Bibiliotek (estimated 1500000): Description of the sub-contract This sub-contract is for the provision of cleaning services for Harstad library. The delivery shall include daily cleaning and periodic cleaning of the library ́s premises, including public areas, work areas, common areas and sanitary rooms. The cleaning shall be carried out so that the premises always appear clean, hygienic and representative of users, employees and other visitors. The sub-contract can also include floor care, spring cleaning and other cleaning related additional services as needed. Tenderers shall be able to adapt the delivery to changes in use, activity level and area scope in the contract period. The delivery shall be based on systematic quality monitoring, clear deviation routines and environmentally conscious systems. It is a prerequisite that the cleaning is carried out with the lowest possible chemical use and with products and methods suitable for the library ́s surfaces, fixtures and materials. The tenderer shall ensure stable delivery quality, good follow-up and appropriate coordination through a permanent gender neutral preferred. Lot 2 — Havnegata Medical Centre (estimated 1500000): Description of the sub-contract This sub-contract is for the provision of cleaning services for Havnegata medical centre. The delivery shall include regular cleaning of the doctor centre ́s premises, including treatment rooms, waiting areas, office areas, common areas and sanitary rooms, to the extent this is stated in the tender documentation and each order. The cleaning shall be carried out with uniform and stable quality and in accordance with the contracting authority ́s requirements for cleaning standards, quality follow-up and handling of deviations. The sub-contract can also include periodic cleaning, floor care, spring cleaning and other additional services as agreed and the contracting authority ́s needs. Tenderers shall be able to handle changes in extent and need in a flexible and efficient way. The delivery shall be planned and carried out so that the operation of the medical centre is disrupted to a minimum. It is a prerequisite that the tenderer uses suitable and environmentally friendly products and methods, with the lowest possible use of chemicals, suitable for the premises and relevant surfaces. Tenderers shall ensure clear follow-up of the delivery, including fixed contact points, systematic quality control and clear routines for handling deviations and improvement measures. Lot 3 — Kanebogen Medical Centre (estimated 1500000): Description of the sub-contract This sub-contract is for the provision of cleaning services for medical centres. The delivery shall include daily cleaning and periodic cleaning of the medical centre ́s premises, including treatment rooms, waiting areas, office areas, common areas, sanitary rooms and any associated sub-rooms. The cleaning shall be carried out in accordance with the doctor centre ́s function, user patterns and hygiene requirements. The tenderer shall ensure an even and stable quality in the delivery and the services shall be adapted to the different areas ́ cleaning needs and load. The sub-contract can also include additional services as needed, including spring cleaning, floor care and other periodic cleaning. Tenderers shall be able to handle changes in extent and need in a flexible and efficient way. The delivery shall be based on systematic quality monitoring, clear deviation routines and environmentally conscious systems. The cleaning shall be carried out with the lowest possible chemical use and with products and methods suitable for the relevant surfaces and premises. Lot 4 — Rødbergveien Medical Centre (estimated 1500000): Description of the sub-contract This sub-contract is for cleaning services for Rødbergveien medical centre. The delivery shall include regular cleaning of the doctor centre ́s premises, including i.a. treatment rooms, waiting areas, office areas, common areas and sanitary rooms, to the extent relevant for the relevant location. The cleaning shall be carried out in accordance with the agreed frequency, fixed quality level and applicable requirements for hygiene and infection prevention. The sub-contract can also include periodic cleaning, floor care, spring cleaning and other cleaning related additional services as needed. Tenderers shall be able to adapt the delivery for changes in area use, activity level or other conditions that affect cleaning needs. It is a prerequisite that the tenderer has clear procedures for quality follow-up, handling deviations and communication with the contracting authority. The delivery shall contribute to a uniform and stable cleaning standard and it shall be carried out with suitable and most environmentally friendly products and methods, adapted to the premises and surfaces at the medical centre. Lot 5 — Ordering assignments (estimated 1500000): Description of the sub-contract This sub-contract includes cleaning services for ad hoc assignments at the relevant locations included in the framework agreement. The assignments will be needs controlled and they can vary in scope, frequency and content during the contract period. Ad hoc assignments can i.a. include extraordinary cleaning, periodic cleaning, spring cleaning, floor care, wash-down, cleaning in connection with moving, preparing premises as well as other temporary or special cleaning needs arising from each building. The tenderer shall be able to receive and handle orders in a flexible and efficient manner and provide the necessary resources within the agreed time. The delivery shall be coordinated in a structured manner and carried out with uniform and documentable quality, in accordance with the contracting authority ́s requirements and the current cleaning standards. The cleaning services shall be carried out with methods, equipment and products adapted to the relevant surfaces and materials and with the lowest possible use of chemicals. It is a prerequisite that the tenderer takes care of environmental considerations and follow established routines for quality follow-up and handling deviations. The sub-contract can include both existing and new locations that are included in the contract period.
