1The Government of the People’s Republic of China has received a loan from the World Bank toward the cost of the World Bank Loan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases – Hainan Province Project (Global “One Health” Hainan Demonstration Project) and intends to apply part of the proceeds of this loan to eligible payments under the contract for Non-Consulting Services for Organizing a Series of One Health Science Popularization and Publicity Activities (Contract No. HN-NS-14). 2China International Tendering Co., Ltd. (the Procurement Agent), on behalf of Hainan University (the Purchaser), now invites eligible and qualified Bidders to submit sealed bids for the following non-consulting services: Contract No. HN-NS-14 Contract Title Non-Consulting Services for Organizing a Series of One Health Science Popularization and Publicity Activities Number of Contract Packages One Delivery Period From the date of contract signing until the World Bank loan closing date of December 31, 2027

3This procurement will be conducted through National Competitive Procurement using the Request for Bids (RFB) method in accordance with the World Bank’s Procurement Regulations for IPF Borrowers (the “Procurement Regulations”). Eligible Bidders meeting the requirements set forth in the Procurement Regulations are eligible to participate. 4Interested eligible Bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the Bidding Documents from August 13, 2026 until the bid submission deadline of September 14, 2026, during the following hours on working days (excluding Saturdays, Sundays, and statutory public holidays): 9:00–11:30 a.m. and 1:30–5:00 p.m. (Beijing Time). 5Prospective Bidders should note the provisions of Clause 4 of the Instructions to Bidders concerning eligibility and conflicts of interest. Any Bidder found to have a conflict of interest shall be ineligible. 6The qualification requirements for Bidders include: Single Bid Submission Bidders shall meet the following requirements: (a) Be an independent legal entity, holding a valid business license, registration certificate of a social organization as a legal person, or other legally valid business registration certificate; be capable of independently assuming civil liability; have a valid and ongoing business status; and not be included in the list of enterprises with abnormal business operations or the list of seriously illegal and dishonest entities by the market regulatory authorities; (b) Have a good commercial reputation and a sound financial and accounting system; (c) Have the equipment and professional technical capabilities necessary for the performance of the Contract; (d) Have a good record of paying taxes and social security contributions in accordance with the law; (e) Have no record of major violations of laws or regulations or material breaches of contract in business activities during the three years preceding participation in government procurement activities; have a good social reputation; and have not been subject to any administrative penalty imposed by an administrative authority at or above the county level for violations of laws or regulations; (f) Meet other conditions stipulated by laws and administrative regulations. Bidders shall provide the corresponding supporting documents or a Letter of Commitment (in a self-prepared format) to demonstrate compliance with the above requirements.

Joint Venture Information required for submission of Bids by a Joint Venture (JV): The maximum number of members in the Joint Venture (JV) shall be 2. Each member of the JV shall meet the following requirements: (a) Be an independent legal entity, holding a valid business license, registration certificate of a social organization as a legal person, or other legally valid business registration certificate; be capable of independently assuming civil liability; have a valid and ongoing business status; and not be included in the list of enterprises with abnormal business operations or the list of seriously illegal and dishonest entities by the market regulatory authorities; (b) Have a good commercial reputation and a sound financial and accounting system; (c) Have the equipment and professional technical capabilities necessary for the performance of the Contract; (d) Have a good record of paying taxes and social security contributions in accordance with the law; (e) Have no record of major violations of laws or regulations or material breaches of contract in business activities during the three years preceding participation in government procurement activities; have a good social reputation; and have not been subject to any administrative penalty imposed by an administrative authority at or above the county level for violations of laws or regulations; (f) Meet other conditions stipulated by laws and administrative regulations. Average Annual Turnover The minimum average annual turnover for the years 2023 to 2025 shall be no less than RMB 500,000. (In the case of a Joint Venture, each member of the Joint Venture shall meet this requirement.)
