1The Government of the People’s Republic of China has received a loan from the World Bank to finance the Hainan Province Project under the World Bank Loan for Emerging Infectious Diseases Prevention, Preparedness and Response Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds of the loan to eligible payments under the contract for the Procurement of Equipment for the Hainan International One Health Research Institute – Second Batch, Package B (Contract No. HN-G-87). 2CITIC International Tendering Co., Ltd., as the Procurement Agent, on behalf of Hainan University, as the Purchaser, now invites sealed bids from eligible and qualified Bidders for the following Goods and related Services: Contract No. HN-G-87

Contract Title Procurement of Equipment for the Hainan International One Health Research Institute – Second Batch, Package B

Main Types and Quantities of Goods Equipment including a cell stretch and traction control system, portable multifunctional metabolic measurement instrument, behavioral trajectory tracking and analysis system, and computing cluster servers, as well as related services. For details, please refer to Chapter VI – Schedule of Requirements for Goods of the Bidding Documents.

Delivery Period Within 90 calendar days from the date of contract signing.

Note: The budget amount for this Contract Package is RMB 11.2172 million. This budget amount is provided for reference only and shall not constitute the maximum bid price (bid control price) for this procurement. The Evaluation Committee shall evaluate the bids in accordance with the evaluation criteria and methods specified in the Bidding Documents. A bid price exceeding the budget amount shall not, in itself, be deemed a non-responsive bid or result in the rejection of the bid. 3. This procurement will be conducted through National Competitive Procurement using the Request for Bids (RFB) method, as specified in the World Bank’s Procurement Regulations for IPF Borrowers (the “Procurement Regulations”). All eligible Bidders meeting the requirements set forth in the Procurement Regulations are eligible to participate in the bidding. 4. Interested eligible Bidders may obtain further information from the address specified in this Invitation for Bids and inspect or purchase the Bidding Documents from September 4, 2026, to October 14, 2026, the bid submission deadline, during the following hours: 9:00–11:30 a.m. and 1:30–5:00 p.m. (Beijing Time), Monday through Friday, excluding Saturdays, Sundays, and statutory public holidays. 5Potential Bidders should note the provisions of Clause 4 of the Instructions to Bidders concerning eligibility and conflicts of interest. Any Bidder with a conflict of interest shall be deemed ineligible. 6The qualification requirements for Bidders include: Business Scale The Bidder’s average annual turnover for the most recent three years (2023–2025) shall be not less than RMB 10 million.

Contract Experience Within the past ten years (from January 1, 2016 to the present), the Bidder, acting as a supplier, shall have successfully completed at least 15 contracts for the supply of laboratory instruments or equipment similar in nature and complexity to the products to be procured under this project, with the value of each individual contract being not less than RMB 3 million. The Bidder shall provide supporting documents meeting the above requirements, which shall include, at a minimum, the contract agreement, acceptance certificate issued by the user, and proof of payment received under the supply contract. Copies of contracts included in the Bid shall contain, at a minimum, the pages showing the following information: the project name, scope/content of procurement, contract signing date, contract amount, and the contract signature and seal page. The Bidder shall also provide the name and contact details of the end-user contact person

Technical Experience The Cell Stretch and Traction Control System, Portable Multifunctional Metabolic Measurement Instrument, Behavioral Trajectory Tracking and Analysis System, and Computing Cluster Servers to be supplied shall each have at least five years of production experience. For each type of equipment, at least 10 units/sets shall have been sold and completed their warranty periods. The Bidder shall provide supporting documents demonstrating compliance with the above requirements, including, but not limited to, copies of key pages of sales contracts for similar goods and other relevant supporting documents.

Production Capacity Not Applicable

Financial Position The Bidder’s financial statements for the most recent three years (2023, 2024, and 2025), including the balance sheets and income statements, shall be audited and shall demonstrate the Bidder’s sustained financial capacity and profitability. As a minimum requirement, the Bidder’s net assets, calculated as total assets less total liabilities, shall be positive in each of the three most recent financial years.

Cash Flow Capacity The Bidder shall have sufficient readily available liquid assets, lines of credit, and other financing resources to meet the cash flow requirements for contract performance, taking into account the Bidder’s other ongoing contractual commitments. The minimum requirement shall be RMB 2 million.

Litigation History The total amount of any pending claims, arbitration proceedings, or other litigation shall not exceed 50% of the Bidder’s net assets.

Joint Ventures are eligible to participate in the bidding. The maximum number of members in a Joint Venture shall be two (2).
