De gemeenten Stadskanaal, Veendam en Westerwolde hebben behoefte aan een contractbeheersysteem. Het doel van de aanbesteding is om voor deze drie organisaties een systeem aan te schaffen dat grip geeft op de volledige levenscyclus van contracten. De opdracht omvat naast de levering en implementatie ook het technisch beheer, onderhoud en de ondersteuning gedurende de looptijd van de overeenkomst. Het voeren van goed contractmanagement is een ambitie die de deelnemende aanbestedende diensten aan deze aanbesteding delen. Niet elke deelnemer is op het punt van volwassenheid om contractmanagement ook uit te gaan voeren. Daarom worden eventuele modules en/of uitbreidingen van de aangeboden oplossing als optionele uitbreiding van de opdracht meegenomen in deze uitvraag. Het programma van eisen en de gunningscriteria zijn erop gericht een contractbeheersysteem aan te schaffen maar tegelijkertijd toekomstbestendig te zijn om de doorontwikkeling richting contractmanagement te implementeren.
