Den Haag, als grootste badplaats van Noordwest-Europa, heeft met Scheveningen (Noorderstrand) en Kijkduin (Zuiderstrand) twee badplaatsen van allure. Om de stranden (ruim 11 km lengte) een mooie, schone,veilige en eenduidige uitstraling te geven en te behouden voor de bewoners van Den Haag, de gebruikers van het strand en de nog steeds groeiende groep toeristen is het noodzakelijk om een partij te contracteren voor het uitvoeren van het reguliere beheer en onderhoud. Deze partij dient samen met, en in opdracht van, de gemeente te acteren op diverse- en verschillende facetten van specifieke omschreven werkzaamheden betreffende het onderhoud van het Noorder- en Zuiderstrand.
