STATEMENT OF WORK (SOW) MOORING LINES AND THIMBLES 1.0 BACKGROUND Strategic Weapons Facility Pacific requires commercial mooring-line supplies to support safe and reliable submarine mooring operations. The required rope and associated thimbles must be compatible and suitable for marine mooring use. 2.0 SCOPE OF WORK The contractor shall furnish and deliver new commercial synthetic-fiber mooring line and compatible stainless-steel synthetic rope thimbles as specified in Section 3.0. All supplies shall be delivered to NBK Bangor, Silverdale, Washington, in accordance with Section 4.0. 3.0 TECHNICAL REQUIREMENTS AND SPECIFICATIONS 3.1 Samson, AmSteel-Blue Synthetic-Fiber Mooring Line The contractor shall furnish one (1) continuous spool of synthetic-fiber mooring line meeting the following minimum requirements:

  • Quantity: One (1) spool.
  • Length: 1,200 feet.
  • Nominal diameter: 1-1/4 inches.
  • Nominal circumference: 3-3/4 inches.
  • Construction: 12-strand, torque-free, single-braid, high-modulus synthetic-fiber rope.
  • Color: AmSteel -Blue.
  • Product Code: 872.
  • Average breaking strength: 165,000 pounds minimum.
  • Minimum breaking strength: 149,000 pounds minimum.
  • Coating/finish: Abrasion-resistant protective coating suitable for marine mooring use.
  • Condition: New, unused, and in original manufacturer packaging.
  • The rope shall be provided as one continuous length.
  • Spliced, repaired, refurbished, surplus, previously issued, or previously used rope is not acceptable.
  • ITEM MUST INCLUDE THE MANUFACTURER’S CERTIFICATE OF COMPLIANCE.  All offers received without this requirement will be determined unaccepted and non-responsive.

3.2 Stainless-Steel Blue Line Hard Eye Synthetic Rope Thimbles The contractor shall furnish twelve (12) stainless-steel synthetic rope thimbles compatible with the rope furnished under Section 3.1. Each thimble shall meet all of the following minimum requirements:

  • Quantity: Twelve (12) each Blue Line Thimbles.
  • Product Code: 930
  • Material: Stainless steel.
  • Compatibility: Sized by the manufacturer for use with 1-1/4-inch diameter synthetic-fiber rope.
  • Design: Hard-eye, tubular gusseted design, or equal design that protects the rope and maintains the manufacturer-recommended bend radius when connected to mating hardware.
  • Suitability: Corrosion resistant and suitable for marine mooring use.
  • Condition: New, unused, and in original manufacturer packaging.
  • The contractor shall ensure the thimbles are compatible with the furnished rope.

4.0 DELIVERY REQUIREMENTS

Delivery Date: All supplies shall be delivered no later than 30 November 2026.

4.1  DELIVERY INFORMATION:

It is the Contractor’s responsibility to ensure that the shipping carrier and/or transport driver(s) can obtain the required base access in accordance with Naval Base Kitsap – Bangor facility access requirements prior to arrival.  Deliveries must occur during normal working hours (Monday through Friday, 0800 to 1500, excluding federal holidays).  In the event that shipping/delivery personnel cannot obtain base access and the product(s) cannot be delivered before the required delivery date, the contract will be terminated in accordance with Revolutionary FAR Overhaul (RFO) FAR Part 49.

4.2  BADGING AND BASE ACCESS INFORMATION:

It is the Contractor’s responsibility to ensure that personnel can obtain the required base access in accordance with Naval Base Kitsap-Bangor to obtain facility access prior to arrival.  Please contact your Technical POC for base access/sponsorship information and for vehicle pass information at least five (5) business days prior to the required base access date.  In the event that contractor personnel cannot obtain facility access and delivery or performance cannot be met prior to the contract expiration date, the contract will be terminated in accordance with RFO FAR Part 49. 4.3 NAVAL BASE KITSAP – BANGOR ACCESS/BADGING REQUIREMENTS: For more information on Naval Base Kitsap – Bangor access requirements, please visit: <https://cnrnw.cnic.navy.mil/Installations/NAVBASE-Kitsap/About/Installation-Guide/Visitor-Information/> 5.0 INSPECTION AND ACCEPTANCE Inspection and acceptance shall occur at destination. The Government may reject supplies that are damaged, incomplete or otherwise nonconforming with requirements.
