The Memorial will recognise the 51 people killed (the shuhada) in the 15 March 2019 terrorist attack on Christchurch masjidain. It will also acknowledge Aotearoa New Zealand’s significant response to the attacks. The Memorial will be located in Christchurch and is intended to provide a lasting place of reflection and remembrance. It is being developed by MCH in collaboration with the Ministry for Ethnic Communities, Christchurch City Council, the Affected Community (the families of the shuhada and the bullet-injured), Christchurch Muslim communities, and Crown Infrastructure Delivery (CID). The Memorial is expected to be completed before the tenth anniversary of the attacks in March 2029, and MCH is currently working with Christchurch City Council, Ministry for Ethnic Communities, mana whenua and the Affected Community to identify a short-list of potential appropriate sites in Christchurch. A Project Steering Group and Design Working Group has been established, and it is expected that site(s) will be formally offered by Christchurch City Council by the end of December 2026. This Registration of Interest (ROI) is issued by Crown Infrastructure Delivery Limited (CID) on behalf of MCH, to provide interested parties with the opportunity to express their interest in the provision of Concept Design Services for memorial.
