Details

This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara ( “Niagara Region”) to prospective proponents to submit proposals for 2026-RFP-124 Louth Street Niagara Region Transit HVAC Upgrades, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). The Niagara Regional Transit building is located at 2012 First Street Louth in St Catharines, ON. The building was built in 1990 with additions in 2016 and 2023 for a total footprint of approximately 88,985 sq ft. The buildings’ building automation system is made up of 10 Carrier Open XP controllers with 3 I/O expansion boards connected on a BACnet MS/TP network. The system programming is currently inaccessible to the building operations team.

These controllers and I/O boards control:

9 MUA gas fired units (fan and heating control) Zone gas sensors (NO2 and CO) Space temperature Exhaust fans The successful proponent is to replace the Carrier Open XP controllers with new open source BACnet controllers, adding a building JACE 9000, and connecting the building BAS system to the Regions BAS Supervisor. In addition to the supply and installation of this new equipment the successful proponent will be responsible for the programming, graphics, proxy points and alarms. The building contains two (2) Carrier Roof top units (RTUs), as well as an ERV (Metasys controls), and two (2) Trane heat pump RTU’s that will need to be included into the new BAS system. The successful proponent will need to work with Region staff to develop the building sequence of operation for the MUA’s and exhaust fans. The final sequence of operation must be stamped by a professional engineer.

Before you bid on this tender

A quick checklist to help you decide whether to bid and prepare a compliant submission for this construction & infrastructure opportunity. Always verify the details on the official source.

  • Confirm the exact closing date and time (and time zone) on the official portal — deadlines are strict and can be revised by a corrigendum.
  • Read the full notice and every attached document, including the scope, specifications and any bill of quantities or terms of reference.
  • Check the eligibility criteria — prior similar experience, annual turnover, certifications and registrations — and make sure you qualify before investing effort.
