HAF skal inngå leiekontrakt på areal og infrastruktur for drift av en gjenvinningsstasjon. En gjenvinningsstasjon er et avfallsmottak hvor innbyggerne kan levere de fleste typer avfall, med unntak av våtorganisk avfall. Konkurransen gjelder for områdene Bjerka og Finneidfjord i Hemnes kommune.Konkurransen omfatter kun leie av areal og infrastruktur. Tilbyderen skal opparbeide tomten og oppføre nødvendige bygg iht. konkurransegrunnlaget med vedlegg, mens HAF skal drifte gjenvinningsstasjonen.På tidspunktet for kontraktsinngåelse kan nødvendig infrastruktur mangle. Utleier forplikter seg gjennom kontrakten til å etablere infrastrukturen i samsvar med kravspesifikasjonen (vedlegg 1) og gjennomføringsplanen (vedlegg 3) innen en kontraktsfestet frist. Leieperioden for HAF starter først ved godkjent overlevering av ferdig infrastruktur.
