Kundens overordnede formål med rammeavtalen er å få dekket sitt behov for kjøp av utstyr til avhørsrom. Rammeavtalen skal sikre standardisering, driftssikkerhet og fremtidsrettede løsninger. Leverandøren skal rådgi Kunden om hvordan de kan forbedre sine tjenester gjennom økt utnyttelse av teknologisk innovasjon. Rammeavtalen skal samtidig legge til rette for at Kunden har god oversikt over eksisterende avhørsromutstyr, og herunder legge til rette for innarbeidelse av effektive bestillingsrutiner.

Rammeavtalen omfatter kjøp og leveranse av produkter, utstyr og programvare (knyttet til produktene), avtaler for service og vedlikehold, garantier, rådgivning og bistand. I den grad det i avtaleperioden tilkommer nye typer ytelser og/eller teknologi som hører naturlig til teknologiområdet, skal dette kunne kjøpes på rammeavtalen.
