Formålet med forskningsoppdraget er å fremskaffe kunnskap om hvordan ulike grupper av befolkningen opplever politiet, hvilke forhold som påvirker samspillet mellom politi og innbyggere, og hvordan politiet kan sikre at ulike perspektiver og erfaringer blir hørt og ivaretatt. Det er behov for kunnskap om hvorvidt det er grupper som opplever at de ikke blir hørt, hvordan politiet når ut til grupper som i liten grad selv tar kontakt med politiet på eget initiativ og hvordan ulike former for kommunikasjon og dialog oppleves av ulike grupper. Forskningen skal gi et bedre kunnskapsgrunnlag for hvordan politiet kan styrke dialogen med befolkningen, tilpasse kommunikasjon og arbeidsformer til ulike målgrupper og utvikle tjenester som ivaretar rettssikkerhet, likebehandling og høy kvalitet. Forskningen skal også bidra med kunnskap om sammenheng mellom åpenhet, inkludering, tillit og politiets legitimitet, samt hvilken betydning dette kan ha for samfunnets motstandskraft.
