1. The Government of Sindh has received financing from the World Bank toward the cost of the Second Karachi Water & Sewerage Services Improvement Project ( KWSSIP-II ) and intends to apply part of the proceeds toward payments under the contract for the laying of mild steel (MS) pipelines under K-IV Augmentation Works - Laying of MS Pipelines (Lot 1, 2, 3 and 4). For these contracts, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. These contracts will be jointly financed by the Asian Infrastructure Investment Bank. The bidding process will be governed by the World Bank’s Procurement Regulations. 2. The Karachi Water and Sewerage Services Improvement Project (KWSSIP-II) now invites sealed Bids from eligible Bidders for the construction of water transmission pipelines under the K-IV Augmentation Works. The Works are divided into four Lots, and Bidders may submit proposals for one or more Lots, subject to meeting the qualification requirements for each Lot. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for the Bid cost: 50%. 5. Interested eligible Bidders may obtain further information from Second Karachi Water & Sewerage Services Improvement Project (KWSSIP-II) and inspect the Bidding document during office hours between 09:00 to 17:00 excluding public and official holidays - at the physical address below. 6. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 15,000.00 . The method of payment shall be through Pay Order in favour of Project Director-Second Karachi Water & Sewerage Services Improvement Project (KWSSIP-II) The document may be collected from the KWSSIP-II physical address provided below. Alternately, the bidders can also download the document free of cost from https://www.kwssip.gos.pk/kwssip2proc/. 7. Bids must be delivered to the below address. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address here above on the 28th of September 2026 at 1200 Hrs. PST (Pakistan Standard Time). All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

ii) Local Labour Method Statement. 9. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
