REQUEST FOR EXPRESSIONS OF INTEREST (INDIVIDUAL CONSULTANTS) LAO PEOPLE’S DEMOCRATIC REPUBLIC MINISTRY OF INDUSTRY AND COMMERCE NATIONAL IMPLEMENTATION UNIT Second Lao PDR Competitiveness and Trade Project (Project No. P512702)

Part-Time International Procurement Advisor

(Ref. No. C3) The Ministry of Industry and Commerce (MOIC) of the Government of Lao PDR has received financing from a Trust Fund administered by the World Bank and contributed by Australia toward the cost of the Second Lao PDR Competitiveness and Trade Project (LCTP 2) and intends to apply part of the proceeds for consulting services. The National Implementation Unit (NIU) is now seeking an experienced individual for the position of Part-Time International Procurement Advisor. The objective of the assignment is to assist and advise the NIU in carrying out complex procurement of goods and consultant services under the LCTP 2, to build up the capacity of the NIU procurement management team, and to provide oversight, monitoring and supervision of the LCTP 2 procurement management staff. The input for this assignment is up to 25 days of international technical assistance over a period of 12 months, starting September 2026, to be tasked by the NIU based on business needs. The consultant will work from home, under referral by the NIU, and will work under the overall supervision of the NIU Manager, collaborating on a day-to-day basis with the NIU procurement team, PSO/MOIC and the PSD Advisor. Full Terms of Reference (TOR) for the assignment is available via this URL: https://tinyurl.com/bdhcperc To qualify for the assignment, a prospective candidate shall meet the following requirements: Advanced degree in management, economics, business administration or a related field; Significant familiarity with the requirements under the World Bank’s Procurement Regulations for IPF Borrowers and the Lao PDR Law on Public Procurement; At least 10 years of working experience in public procurement in developing countries, including at least 5 years conducting procurement under World Bank-financed projects; Familiarity with government and foreign-aid project operations; Excellent communication skills, including speaking and writing in English; Willingness to train junior staff and work as part of a team; Good working knowledge of Word, Excel, etc.; experience in the region and knowledge of the local language is preferable.

The Consultant will be selected in accordance with the World Bank ‘Procurement Regulations for IPF Borrowers’, Sixth Edition, February 2025, under the Individual Consultant (IC) selection method. The attention of interested Consultants is drawn to paragraphs 3.13, 3.15 and 3.16 of the said Regulations, setting forth the World Bank’s policy on conflict of interest.
