Context:
Development of a comprehensive training curriculum on biometrics and identity management for personnel of the Ministry of Internal Affairs (MiA) of the Republic of Armenia. Category B Consultancy
Background of the activity
Under the project “Enhancing Policy Framework and Capacity for Effective Migration and Asylum Management in Armenia”, IOM supports the Government of Armenia in strengthening national migration governance and enhancing the capacities of relevant institutions. As part of the Government’s ongoing modernization and digitalization effort, IOM supports the MiA in strengthening the Government capacity, and especially in the area of biometrics and identity management. The consultant will develop a comprehensive, practical, and learner-oriented training curriculum on biometrics and identity management for personnel of Ministry of Internal Affairs (MiA) of the Republic of Armenia. The consultancy will include consultations with IOM, and, where applicable, other national or international experts engaged under the project. The consultant will conduct a review of IOM guidelines and manuals, review and align national legislation, policies and procedures, as well as applicable international standards and best practices in the field of biometrics and identity management. Based on this review and identified capacity-building needs with the Government, the consultant will develop a structured training curriculum and accompanying training materials. The curriculum should be tailored to the Armenian legal and institutional context and combine theoretical content with practical exercises, case studies, group work, and other interactive learning methodologies. It should be designed to support the delivery of Training of Trainers (ToT) sessions.
Core Functions / Responsibilities:
Under overall supervision of the Head of Office in IOM Armenia, and the direct supervision of the Programme Officer, as well as in close cooperation with relevant stakeholders, the local consultant will be tasked with the following deliverables: DELIVERABLE 1 - Conduct a desk review of IOM manuals, training curricula, and guidelines, relevant national legislation, policies and procedures related to biometrics and identity management in Armenia. - Review applicable international standards, principles, and best practices in biometrics and identity management. - Consult with IOM, relevant Government counterparts, and other designated stakeholders to identify training needs, target audiences, and priority topics. - Submit a brief inception report outlining the findings of the review, proposed curriculum structure, training approach, and detailed work plan. DELIVERABLE 2 - Develop a draft training curriculum on biometrics and identity management along with accompanying training materials. - Develop a testing component by formulating a question pool with multiple choice questions aligned with the training curriculum of the Educational Complex of the Ministry of Internal Affairs of the Republic of Armenia, and in line with standards of the MiA Moodle system to ensure integration. - Present the draft curriculum and materials to IOM and designated Government counterparts for review and validation. - Revise the curriculum and materials based on feedback received. DELIVERABLE 3 - Design a ToT package and methodology and deliver a ToT session for designated trainers and resource persons. - Conduct participant assessment and collect feedback on the ToT. - Submit a brief report summarizing the ToT results and recommendations. DELIVERABLE 4 - Monitor the delivery of training sessions and provide technical and methodological support to trainers during the rollout of the training programme. - Review and update the curriculum and training materials, as necessary, based on implementation experience and lessons learned. - Submit a final report summarizing activities undertaken, training results, key findings, and recommendations for future capacity-building efforts. Performance indicators for the evaluation of results - Quality, accuracy and practical relevance of the curriculum and accompanying training materials. - Compliance of the outputs with the agreed scope of work and IOM requirements. - Timely completion and submission of all deliverables. - Effective incorporation of feedback from IOM and the Ministry of Internal Affairs. - Responsiveness and effective coordination with IOM, MiA representatives and trainers. - Suitability of the finalized curriculum for the delivery of five-day training programmes to Ministry personnel. Required Qualifications and Experience Education - Advanced university degree in law, public administration, migration studies, education, social sciences or another related field, with at least five years of relevant professional experience; or a first-level university degree in one of the above fields, with at least seven years of relevant professional experience. Experience and Skills - Demonstrated expertise in biometrics, identity management, legal identity systems, and related fields. - Strong knowledge of the Armenian legal, institutional, and operational framework related to identity management, legal identity, biometrics, and public administration. - Demonstrated experience in developing training curricula, learning materials, and capacity-building programmes for public-sector institutions. - Demonstrated experience in designing a
