Name of Service: International Consultant to provide technical expertise and deliver specific outputs on monitoring, evaluation, learning, citizen feedback, and results reporting under the LEAP Project as part of the Governance Unit in UNDP Lao PDR.

Description of the Assignment:
The International Consultant will support the project to establish an effective monitoring and evaluation framework and ensure that project progress and learning is effectively tracked, evaluated, documented and communicated to stakeholders across all outcomes and outputs. The Consultant will also collaborate with the Project Support Unit (PSU) and contribute to gender mainstreaming. The Consultant’s tasks will also include integrating citizen feedback mechanisms and leveraging innovative digital tools to ensure improved service delivery, accountability, and responsiveness of the One-Door-Service-Centers.
The Consultant will deliver the following outputs in close coordination with the Governance Team Leader, LEAP Project Manager, Programme Analyst and relevant project team members: :
Task 1: Finalize ODSC Assessment Report & Draft Citizen Feedback Survey (CFS) preliminary analysis
o Consolidate, validate, and analyze assessment data from 72 ODSCs, ensuring data quality and consistency. o Finalize the ODSC Assessment Report by synthesizing findings, identifying key trends and operational challenges, and developing evidence-based recommendations. o Provide technical inputs and quality review comments on draft knowledge products prepared under the project, including briefing notes, presentations, infographics or summaries communicating ODSC assessment findings. o Analyze CFS survey data and produce a comprehensive Citizen Feedback Report; o Support the project team in organizing the dissemination of findings from the Citizen Feedback Report and to promote evidence-based improvements across Ministries.
Task 2: Database Management, Collection and Documentation:
Provide regular monitoring data to inform project implementation and support course corrections as needed. Collaborate with data providers to identify data sourcing methods and agree on budget, frequency, and reporting aspects.Update agreed MEL data inputs and provide quality checks for the ODSC Dashboard, based on data received from project and government counterparts.
Provide technical inputs and quality review comments on draft knowledge products prepared under the project, including briefing notes, presentations, infographics or summaries communicating ODSC assessment findings. Provide technical support to monitoring and evaluation focal point staff on CO M&E and compliance requirements.
Task 3: Project Support, Sustainability and Quality Assurance:
Support government staff involved in the LEAP Project from the Central Committee for Organization and Personnel (CCOP), Provincial Committee for Organization and Personnel (PCOP), and ODSCs in the timely reporting of project activities; Provide technical advice and written recommendations to the project team on monitoring, performance tracking, results reporting, and use of MEL evidence for adaptive management. Review selected project activity documentation and provide quality assurance comments on alignment with the approved results framework, MEL plan, indicators, gender equality, social inclusion and citizen engagement commitments. Promote M&E integration into ODSC operations as a pathway to institutional sustainability Maintain tools such as the results and indicators table and ensure update of ODSC Dashboard and Smart ODSC platform upon piloting in Q4, 2026; Ensure gender equality, social inclusion, and citizen engagement provisions are integrated across all project activities, including but not limited to; the Smart ODSC Platform, NPA activities and training programmes;
Task 4: Integration of MEL Expertise into Project Activities:
Support the drafting of the M&E Framework for the National Action Plan (NAP) for the Convention on the Rights of Persons with Disabilities (CRPD) recommendation, in close collaboration with NCPD. Contribute methodological expertise for the next iteration of the Citizen Feedback Survey in collaboration with the Technical Specialist and CCOP. Design and implement a pilot feedback mechanism that combines digital and face-to-face methods to capture citizen experiences with ODSC services. Prepare MEL-related evidence, results data, analytical briefs, lessons learned, and briefing materials to support project reporting, adaptive management, donor engagement, and strategic communications. Provide technical inputs to the preparation of the Government of Ireland Ministerial Visit, technical exchanges, and other high-level project engagements during the assignment period.
Task 5: Reporting & Knowledge Sharing:
Contribute to the MEL knowledge sharing efforts in the Country Office, in particular the Results Oriented Analysis Report (ROAR) in December 2026; Document lessons learned and good practices from the assessment process and contribute to project reporting and knowledge-sharing activities; Contribute towards the production of knowledge products (blog posts, guidance notes, briefing notes etc).
Period of assignment/services: 70 working days
