USDA’s response to the New World Screwworm (NWS) is a top priority.  Its National Detector Dog Training Center (NDDTC) in Newnan, GA, is expanding its NWS training program to strengthen USDA’s operational readiness and ensure canine teams are fully prepared for field conditions. Recent pilot activities in Texas demonstrated that NWS detector dogs must be safely acclimated to livestock environments including interactions with cattle, sheep, and goats to build the skills necessary for effective detection in real‑world settings. To support this requirement, NDDTC must maintain goats onsite as essential training aids. Establishing appropriate housing, fencing, shelter, and utilities is a foundational step to ensure the animals’ welfare, comply with applicable standards, and provide consistent access to training environments that accurately simulate operational livestock settings. The contractor shall provide all labor, materials, equipment, and expertise necessary to design, construct, and install fenced livestock enclosures, shelters, flooring, utilities, water systems, and a simulated chute‑training environment to support on‑site goat housing and NWS canine training. All work must comply with USDA facility, animal‑welfare, and safety standards and integrate with existing NDDTC infrastructure. NOTE: Quotes are required by Sept 8. Time is of the essence for this requirement as the government requires rapid delivery. The Contractor will be required to (a) commence work under this contract immediately upon receipt of the NTP, (b) prosecute the work diligently, and (c) complete the entire work ready for use by October 30, 2026.. Amendment 1 is posted below. Walk through attendance posted below. More RFIs and responses posted below. NOTE: The project delivery date stated in the evaluation factors for award in the solicitation is incorrect. The amendment has the correct delivery date of Oct. 30, 2026.
