Indonesia ID for Inclusive Service Delivery and Digital Transformation in Indonesia Strengthening population and civil registration and increasing usage of digital identification to improve the accessibility of select public and private sector services for all Indonesians. The Republic of Indonesia has received financing in the amount of US$ 250.000.000,00 equivalent from the World Bank toward the cost of the ID for Inclusive Service Delivery and Digital Transformation in Indonesia, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. The project is implemented by Directorate General of Population and Civil Registration, Ministry of Home Affairs, Indonesia. The project will include the following components : Component 1: Improving civil and population registration performance. This Component will improve and innovate local processes and capacity and establish linkages with other sectors to achieve accurate, complete, and timely civil and population registration on a continuous basis, and support special operations to close current coverage gaps, particularly in Eastern regions, 3T regions and other disadvantaged and vulnerable populations. Component 2: Enhancing ICT infrastructure and building e-KYC and digital ID. This Component will upgrade and modernize Dukcapil's central ICT hardware and software to enhance scalability, security, resilience, and efficiency. It will also develop a new national-scale biometric-based e-KYC platform, scale IKD in terms of citizen adoption and use cases, develop an official digital identity framework, and enhance Dukcapil's data centers (including through appropriate use of cloud computing). Component 3: Promoting utilization and adoption of e-KYC and Digital ID. This Component will increase population data utilization and maximize adoption of e-KYC and IKD. It will build Dukcapil's capacities and modernize systems and processes to be more efficient and responsive to the needs of institutional users. Component 4: Developing human and institutional capacity to sustain reforms. This Component will improve the capacity and capabilities of Dukcapil at the central and local levels. It aims to introduce systematic and sustainable improvements to internal business processes, human capital management, and legal and regulatory reforms. It also includes strengthening public communications, branding strategy, and customer relationship management. Component 5: Project management and coordination. This Component will support the PMU to effectively plan, monitor, and coordinate Project implementation, including procurement, financial management, environmental and social risk management, and monitoring and evaluation.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations . After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, on the World Bank’s external website and at the following website https://dukcapil.kemendagri.go.id/phln. The following goods contracts which are subject to international competitive procurement will be invited to bid in coming time: Goods and Information Technology Procurement of New ABIS. Estimated amount: US$40 million. Expected bid invitation: December 2026. Procurement of Data Center Co-Location Storage: US$16.9 million. Expected bid invitation: October 2026.

Procurement of Liveness Detection System: US$1.05 million. Expected bid invitation: October 2026.

Procurement of Storage for New DC: US$16.8 million. Expected bid invitation: March 2027.
