KS ønsker tilbud på et FoU-prosjekt som skal utrede hvordan redusert statlig detaljstyring kan bidra til å bedre ressursbruk og effektivisere oppgaveløsning i de sosiale tjenestene i Nav.

Utredningen skal identifisere hva som skaper unødvendig saksbehandling og økt ressursbruk, samt foreslå forenklinger i lov og forskrift, samt i lovfortolkningene til sosialtjenesteloven. Prosjektet skal også vurdere hvorvidt statlig veiledningsmateriell oppfyller forutsetningene i sosialtjenesteloven.
