De Gemeenschappelijke Regeling Samenwerking Kempengemeenten (GRSK), de gemeente Best en de gemeente Veldhoven (gezamenlijk: BOV-Kempen) zijn voornemens deze dienstverlening gezamenlijk via een Open House te contracteren en per 1 januari 2027 vast te leggen in overeenkomsten. Op grond van de Wmo 2015 kunnen gemeenten een maatwerkvoorziening verstrekken in de vorm van zorg in natura (ZIN) of een persoonsgebonden budget (pgb). De overeenkomsten die naar aanleiding van deze Open House procedure worden gesloten, hebben uitsluitend betrekking op indicaties voor huishoudelijke ondersteuning die in natura worden verstrekt. Uitgangspunt is dat inwoners zo lang mogelijk zelfstandig kunnen blijven wonen in een schoon en leefbaar huis. Huishoudelijke ondersteuning wordt ingezet als maatwerkvoorziening wanneer eigen kracht, gebruikelijke hulp, mantelzorg of voorliggende voorzieningen ontoereikend zijn om dit resultaat te bereiken. Dit betekent onder meer het voorkomen van vervuiling en gezondheidsrisico’s door periodieke schoonmaak en het handhaven van een basiskwaliteit van hygiëne.
