Details

De gemeenten Bergeijk, Bladel, Eersel, Oirschot en Reusel-De Mierden (hierna: aanbestedende dienst of opdrachtgever) besteden deze opdracht in gezamenlijkheid aan. Bizob treedt op als aanbestedende dienst voor deze aanbesteding namens alle hiervoor genoemde organisaties. De opdracht heeft in eerste instantie betrekking op de uitvoering van de externe verkenning, aangeduid als fase 2. De beoogde ingangsdatum van de overeenkomst is 1 maart 2027. Omdat de opdracht op basis van een hybride specificatie (functionele eisen aangevuld met technische uitvoeringsvoorwaarden) in de markt wordt gezet (zie hoofdstuk 2), kent de overeenkomst geen vaste looptijd. Het betreft een eenmalige, resultaatgerichte dienstverlening die uiterlijk binnen 12 maanden na start wordt afgerond, waarbij geldt dat het eindresultaat formeel door de individuele opdrachtgever dient te zijn geaccepteerd. Beoogd wordt dat het op te leveren eindproduct uiterlijk medio januari 2028 gereed is voor bestuurlijke besluitvorming. Afhankelijk van het resultaat van fase 2 en de besluitvorming hieromtrent door opdrachtgever, kan per individuele gemeente besloten worden tot opdrachtverstrekking voor de optionele vervolgfase (fase 3). Deze fase ziet op de ondersteuning bij de verdere uitwerking en realisatie van initiatieven en energiegemeenschappen. De uitvoering van deze fase is voorzien in de periode vanaf 1 februari 2028 tot en met een nader te bepalen einddatum. De daadwerkelijke doorlooptijd van fase 3 is afhankelijk van verschillende factoren, waaronder de uitkomsten van de externe verkenning, de aard en kenmerken van de initiatieven en de benodigde bestuurlijke besluitvorming. Het tempo en de fasering van de uitvoering kunnen hierdoor per initiatief en gemeente, verschillen.
