REQUEST FOR EXPRESSIONS OF INTEREST INDIVISUAL CONSULTANT “Procurement & Contract Specialist” PK-MOE-568136-CS-INDV-PROC-SPEC The Ministry of Energy (Power Division) is implementing Electricity Distribution Efficiency Improvement Project (EDEIP) with financial assistance of the World Bank under IBRD:93180 aims to achieve affordable electricity, energy security, and sustainability. Program Implementing Unit (PIU), Ministry of Energy (Power Division) intends to hire the “Individual consultant” to manage and overseeing all procurement and contract management functions under EDEIP Component-IV, ensuring full compliance with World Bank Procurement Regulations and applicable government rules The consulting services to be procured on purely contractual basis are as follows: Sr. Name of Position Qualification Experience

01 Procurement & Contract Specialist Master’s degree in Business Administration, Supply Chain Management, Finance, Management Sciences, Engineering or a related discipline from an HEC-recognized University or Foreign institution, duly recognized by the Higher Education Commission (HEC) of Pakistan. Additional weightage will be given to candidates possessing procurement-related qualifications, certifications, diplomas, or professional training from reputable local or international institutions. Proficiency in MS Office applications (Word, Excel, and PowerPoint). Proficiency in English & Urdu, both written and spoken.

Minimum ten (10) years (after acquiring stipulated qualification) of professional experience in procurement management of goods, works non-consulting and consulting Services, using international/ national /sub-national or private sector rules/ regulations. Prior experience in power sector will be accorded due weightage. Hands-on experience in the use of any of the procurement software. Strong knowledge of public procurement regulatory, audit and assurance procedures in a procurement role will be required.
