Assignment Title: Consultancy Services for Supporting the Operation and Development of the Competitive Trading Bilateral Contract Market (CTBCM) In Pakistan’s Power Sector. Reference No . PK-MOE-566558-CS-QCBS-CTBCM
The Ministry of Energy (Power Division) has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP) and intends to apply part of the proceeds for engagement of a consultancy firm for Independent System and Market Operator of Pakistan (ISMO) for supporting the operation and development of the Competitive Trading Bilateral Contract Market (CTBCM) in Pakistan’s power sector .
The consulting services (“the Services”) include key experts to undertake multiple tasks for supporting the operation and development of the CTBCM according to the scope provided in the detailed Terms of Reference (TOR). The TOR for the assignment can be downloaded from https://power.gov.pk/ or www.ismo.gov.pk.
The Program Implementing Unit (PIU), Ministry of Energy (Power Division) now invites EOI from eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants are required to provide information demonstrating their qualification and relevant experience to perform the Services described in the TOR. Key Experts will not be evaluated at the shortlisting stage.
Shortlisting criteria for the Consultants include: The firm must have been duly incorporated and operational for a minimum period of ten (10) years as of the date of submission in the same business (documented evidence showing years in business such as certificate of incorporation etc. must be provided). The firm shall provide evidence of at least two prior assignments of comparable nature, scope and complexity, demonstrating relevant experience. The firm shall demonstrate that its proposed team, supported by adequate back-end resources, possesses the requisite qualifications and experience to effectively deliver the assignment.
The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers February, 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub- consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, whereas each partner within the JV shall meet the qualification and experience requirement for the assigned role, if selected.
The Consultant will be selected in accordance with the “Quality and Cost Based Selection (QCBS)” method set out in the Procurement Regulations of the World Bank for IPF Borrower February, 2025.
