This is a solicitation for High Reach Genie Services - FA600626Q0033. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This requirement is for standard commercial preventative maintenance inspections (annual and quarterly safety compliance checks) and unscheduled mechanical repair services for a fleet of eight (8) specialized aerial boom lifts, scissor lifts, and material handling tow tractors at Westover Air Reserve Base. Based on formal market surveillance, this procurement is set aside 100% for Small Business. A GSA MAS schedule was determined to be a non-viable option due to the critical mission requirement for a 24-hour localized on-site emergency response window, which is not available from national schedule vendors without incurring excessive, non-commercial travel surcharges. Offerors must conform with the complete PWS. Key technical parameters include:
- Broadened Technician Certifications: Technicians must hold active credentials meeting ANSI/IPAF standards for aerial lift platforms (Genie/JLG), or equivalent commercial mechanical certifications (forklift/automotive drivetrain) for material handling tow tractors (Toyota).
- Decoupled Emergency Response Timelines:
- Phase 1 (Notification to On-Site Diagnosis): Contractor technician must arrive on-site within 24 hours of receiving an emergency service call from the Maintenance Flight.
- Phase 2 (Diagnostics to Estimate Submission): Contractor must submit an itemized repair and parts estimate to the Contracting Officer within 24 business hours of completing the diagnostic visit.
- Phase 3 (Approval to Final Repair): Contractor must complete the physical repair work within 24 hours of receiving formal electronic approval from the Contracting Officer.
- Proprietary Parts Sourcing Exemption: For standard parts and commercial consumables, the contractor must supply three (3) competitive quotes. For proprietary Genie or JLG components, the contractor is exempt from the three-quote requirement and may supply a single manufacturer-authorized quote paired with current MSRP catalog listings.
- Future Equipment Phase-In: The fleet currently contains four active assets, with four additional assets (2 JLG lifts and 2 Toyota tow tractors) currently on order. Offerors will not charge the firm-fixed PM rate for on-order assets. The government will activate the corresponding CLINS (CLINs 0004, 1004, etc.) via administrative modification only once the new equipment is formally accepted.
Addendum to RFO FAR 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services: Quotes must be submitted electronically to the Contracting Officer via email at [contact details removed] no later than September 16, 2026, at 1200 hours EST. The submission must consist of two separate volumes:
- Sub-Factor 1: Personnel Qualifications. Submit active training records, ANSI/IPAF credentials, or equivalent heavy machinery/drivetrain repair certifications proving technicians are qualified to perform work on commercial-grade boom lifts, scissor lifts, and industrial tow tractors.
- Sub-Factor 2: Responsive Deployment Plan. Provide a narrative detailing the technician deployment workflow, showing how the contractor will meet the strict 24-hour emergency on-site diagnostic requirement at Westover ARB.
- Completed Section 2.0 Pricing Tables for the Base Year and all Option Years.
- All prices must be rounded to the nearest cent.
Addendum to RFO FAR 52.212-2, Evaluation – Commercial Products and Commercial Services: The Government will award a single, Firm-Fixed-Price contract to the responsible offeror whose quote represents the Lowest Price Technically Acceptable (LPTA) to the Government. Quotes will be evaluated using a two-step process: Each quote will be evaluated on a Pass/Fail basis against the following technical factors:
- Factor 1: Personnel Qualifications. Acceptable only if the contractor submits valid ANSI/IPAF, Genie/JLG OEM, or equivalent heavy equipment/automotive drivetrain certifications for all proposed service technicians.
- Factor 2: Responsive Deployment Plan. Acceptable only if the contractor’s plan demonstrates a clear, logical, and dependable process to get a qualified technician on-site at Westover ARB within 24 hours of notification.
Of those quotes determined to be Technically Acceptable, the contract will be awarded to the offeror with the lowest cumulative total price for the Base Year and all Option Years (excluding the future equipment phase-in pool which is preset by the Government). The following RFO FAR and R-DFARS clauses apply to this acquisition and are incorporated by reference:
