Gegenstand der Vergabe sind sämtliche Leistungen, die für den Entwurf, die Implementierung und den Betrieb der Thüringen Road erforderlich sind. Los 1 umfasst sämtliche konzeptionellen, beratenden sowie technischen Entwicklungs- und Implementierungsleistungen für den Aufbau und die Weiterentwicklung der Thüringen Road. Hierzu zählen insbesondere Architektur und Konzeption, Softwareentwicklung und Integration, die Anbindung von Registern und Fachverfahren, RaaS-Service, KI und KI-Agenten, Law as Code sowie Governance und Standardisierung. Ebenfalls umfasst sind die technische Vorbereitung der Inbetriebnahme und die Übergabe entwickelter Lösungen an den Betrieb.
