Gegenstand dieses Vergabeverfahrens ist der Abschluss einer Rahmenvereinbarung gemäß § 21 VgV über die Bereitstellung von Softwarelizenzen (SaaS / On-Premise) sowie damit verbundenen Dienstleistungen (Implementierung, Support, Wartung).

Lots Lot 1 — Bereitstellung einer sicheren Dateiaustauschplattform: inräumung der Nutzungsmöglichkeit einer sicheren Dateiaustauschplattform zum Ende zu Ende verschlüsselten Dateiaustausch, E-Mail-Versand, Massenversand sowie zur Bereitstellung von Dateien, als ein Service (SaaS) für den Zweckverband und die Mitglieder des Zweckverbandes. Im Rahmen dieser Rahmenvereinbarung behält sich der Auftraggeber vor, während der Vertragslaufzeit Einzelbedarfe durch Abruf zu bestellen. Der konkrete Umfang der abzurufenden Leistungen (insbesondere die Anzahl der Nutzer/Lizenzen) wird zum Zeitpunkt des Vertragsschlusses nicht abschließend festgelegt, sondern ergibt sich aus dem tatsächlichen Bedarf des Auftraggebers. Die Höchstabrufmenge beläuft sich auf die Einräumung von Nutzungsrechten für maximal 4.000 Nutzer.
