Questions shall be submitted no later than 18 September 2026. Questions received after this date may not be answered prior to the closing date of the solicitation. Quotes shall be emailed to the contracting officer (primary point of contact) and contract specialist (secondary point of contact). FAR provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this action. FAR provision 52.237-1, Site Visit, applies to this action. In addition to the price for completion of the required services, offerors must provide a technical approach addressing the tasks in the Statement of Work. The government intends to make a single award to a responsible vendor that provides an offer evaluated as technically acceptable at the offered lowest price. The technical approach shall be evaluated to ensure the approach addresses the required tasks in the Statement of Work. Price shall be evaluated in accordance with techniques listed in FAR part 15.404. Offerors must be registered at SAM.gov at the time of offer submittal and have completed FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, on file. FAR clause 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, applies to this acquisition. The following clauses apply to this acquisition: 52.222-50, Combating Trafficking in Persons; 52.226-8, Encouraging Contractor Policies to Ban Text Messaging While Driving; and 52.232-33, Payment by Electronic Funds Transfer – System for Award Management. The contracting officer will not consider the following representations when making award decisions or enforcing requirements: paragraphs (d) and (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Entities are not required to update their entity registration to remove these representations in SAM. Offers must be valid for at least 30 days.
