Lounais-Suomen elinvoimakeskuksen tarkoituksena on hankkia raskaskuljetuspalvelua Saaristomeren alueelle. Hankittava raskaskuljetuspalvelu on tarkoitettu palvelemaan saariston vakinaista asutusta ja saariston elinkeinotoimintaa, jotka ovat ilman tie-, lossi-, lautta- tai riittävää yhteysalusliikennettä.
