Turun kaupunki on kehittämässä toimintaympäristöään tavoitteenaan sujuvoittaa ruoka-avun jakelua sekä tarjota samalla tukea muihin hyvinvoinnin palveluihin pääsemiseen. Keskiössä on kehittää tietojärjestelmä, joka auttaa koordinoimaan hävikkiruoan logistiikkakeskukseen lahjoituksena saapuvia ruokia, sekä parantaa ruoka-avun asiakkaiden kokemusta ruoka-avun noutamisesta. Tavoitteena on mahdollistaa esimerkiksi ruokatoimitusten varaaminen, ruoan jakelun tukeminen, yhteisöruokailujen hallinta sekä tukipalveluiden tarjoamisen helpottaminen. Ratkaisun tulee tukea matalan kynnyksen asiointia, palvelun saavutettavuutta ja eri toimijoiden välistä yhteistyötä. Ketjun alussa on asiakas, mutta hävikkiruoka on lähtöisin ruoan lahjoittajilta. Pitkän tähtäimen tavoitteena on saada rajapintaa pitkin tieto saapuvasta hävikistä kauppojen, tukkujen, teollisuuden ja muiden lahjoittajien järjestelmistä. Vaihtoehtoisena tietolähteenä voi olla esim. nykyisten paperisten lähetysluetteloiden skannaus järjestelmään, jossa tieto jäsennellään hallitusti kenttiin, tai välimuotona tiedon saaminen sähköpostitse ruokajakeluoperaattorille, josta tieto voidaan tallentaa järjestelmään. Turun kaupungin ruoka-avun uudistusprojekti on yksi Bloomberg Mayors Challenge -innovaatiokilpailun voittajista. Palkinto asettaa toteutusaikataulun, jossa ensimmäiset toiminnallisuudet tulee olla pilotoitu vuoden 2027 ensimmäisellä neljänneksellä, vaaditut ominaisuudet elokuun 2027 loppuun mennessä ja asiakkaan optiona olevat toiminnallisuudet käytössä vuoden 2027 aikana, mikäli Tilaaja päättää tilata optiot. Toiminnallisuudet on kuvattu tarkemmin tarjouspyynnössä ja sen liitteissä. Palvelusopimus tehdään määräaikaisena 31.12.2029 asti, jonka jälkeen sopimus jatkuu toistaiseksi voimassa olevana. Valitaan yksi (1) toimittaja.
