Hankinnan kohteena on tuholaistorjuntapalvelujen tuottaminen Espoon Asunnot Oy:n omistamissa kiinteistöissä. Palvelu sisältää mm.: • tuholaishavainnot ja kartoitukset • ennaltaehkäisevät toimenpiteet • torjuntatoimenpiteet (mm. jyrsijät, hyönteiset, muut haittaeläimet) • seuranta, raportointi ja dokumentointi • neuvonta kiinteistöille ja asukkaille Palvelu tuotetaan tilausten perusteella tilaajan kiinteistöissä. Valinta Hankintaa ei jaeta maantieteellisiin tai palvelusisältöä koskeviin osiin. Hankintayksikkö perustaa sen sijaan usean toimittajan puitejärjestelyn, johon valitaan useita palveluntuottajia. Menettelyllä varmistetaan riittävä kapasiteetti, palvelun jatkuvuus, erikoisosaamisen saatavuus sekä joustavat mahdollisuudet kohdentaa toimeksiantoja palvelun laadun, saatavuuden ja kustannustehokkuuden perusteella. Erillisiin osiin jakaminen ei tuottaisi hankintayksikön näkemyksen mukaan lisäarvoa verrattuna usean toimittajan puitejärjestelyyn. Valitaan vertailuhintojen perusteella 3 toimittajaa puitejärjestelyyn sekä yksi varalle. Tilaaja voi tilata palveluja keneltä tahansa puitejärjestelyyn valitulta toimittajalta. Toimeksiantoja jaettaessa tilaaja voi ottaa huomioon muun muassa palvelun laadun, vasteajan, käytettävissä olevat resurssit, erityisosaamisen, kohteen sijainnin, aikaisemman suoriutumisen sekä kustannustehokkuuden. Tilaaja ei sitoudu toimeksiantojen tasapuoliseen jakamiseen valittujen toimittajien kesken. Sopimusjärjestely 4 v puitesopimus
