Väyläviraston ja elinvoimakeskusten hankkeissa käytettäville uusiomateriaaleille on tehtävä teknisen soveltuvuuden arviointi. Ohjeen Uusiomateriaalien käyttö väylärakentamisessa mukaan uusiomateriaalien käyttöön Väyläviraston ja elinvoimakeskusten väylähankkeilla tarvitaan joko Väyläviraston yleinen tai hankekohtainen teknisen soveltuvuuden arviointi. Teknisen soveltuvuuden arviointi on väylähankkeen tilaajana asettama vaatimus, jonka tavoitteena on varmistua rakenteiden toimivuudesta ja materiaalien turvallisesta käytöstä. Väylävirastossa toimii uusiomateriaalien teknisen soveltuvuuden arvioinneista vastaava asiantuntijaryhmä. Tämä hankinta koskee kyseisen arviointityön tueksi hankittavaa asiantuntijapalvelua vuosille 2027-2029 sekä optiona vuosille 2030 ja 2031. Työ sisältää ohjeen "Uusiomateriaalien käyttö väylärakentamisessa" mukaisiin yleisiin ja hankekohtaisiin teknisen soveltuvuuden arviointeihin liittyvät työt, kuten: - yleisten ja hankekohtaisten arviointien tuki ja niihin liittyvä yhteistyö - neuvottelut materiaalitoimittajien kanssa - arviointipyyntöjen aineistojen läpikäynnit, arviointikirjeen valmistelu sekä arviointien viimeistely ja arkistointi - uusiomateriaaliryhmän kokousten valmistelu ja sihteerinä toimiminen Tarjouskilpailun mahdolliset eturistiriidat arvioidaan julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (1379/2016, erityisesti lain 3, 66 ja 81 §) mukaisesti, ottaen huomioon myös tarjoajan alihankkija- ja konsernisuhteet. Palveluntuottajaksi valitaan yksi toimittaja. Hankinta on kuvattu tässä tarjouspyynnössä ja sen liitteissä.
